  1  1    Section 1.  Section 279.19B, Code 1999, is amended to read
  1  2 as follows:
  1  3    279.19B  COACHING ENDORSEMENT AND AUTHORIZATION.
  1  4    1.  The board of directors of a school district may employ
  1  5 for head coach of any interscholastic athletic activities or
  1  6 for assistant coach of any interscholastic athletic activity,
  1  7 an individual who possesses a coaching authorization issued by
  1  8 the board of educational examiners or possesses a teaching
  1  9 license with a coaching endorsement issued pursuant to chapter
  1 10 272.  However, a board of directors of a school district shall
  1 11 consider applicants with qualifications described below, in
  1 12 the following order of priority:
  1 13    1. a.  A qualified individual who possesses a valid
  1 14 teaching license with a proper coaching endorsement.
  1 15    2. b.  A qualified individual who possesses a coaching
  1 16 authorization issued by the board of educational examiners.
  1 17    Qualifications are to be determined by the board of
  1 18 directors or their designee on a case-by-case basis.
  1 19    2.  An individual who has been issued a coaching
  1 20 authorization or who possesses a teaching license with a
  1 21 coaching endorsement but is not issued a teaching contract
  1 22 under section 279.13 and who is employed by the board of
  1 23 directors of a school district serves at the pleasure of the
  1 24 board of directors and is not subject to sections 279.13
  1 25 through 279.19, and 279.27.  Subsection 1 of section Section
  1 26 279.19A, subsection 1, applies to coaching authorizations.
  1 27    3.  Effective July 1, 2001, if the board of directors of a
  1 28 school district employs an individual to coach cheerleading,
  1 29 the individual shall possess a coaching authorization or a
  1 30 teaching license with a coaching endorsement issued pursuant
  1 31 to chapter 272.  
  1 32                           EXPLANATION
  1 33    This bill requires, effective July 1, 2001, a school
  1 34 district that employs a person to coach cheerleading to employ
  1 35 in that position only a person who possesses a coaching
  2  1 authorization issued by the board of educational examiners or
  2  2 a teaching license with a coaching endorsement.
