1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated
1 2 from the general fund of the state to the department of
1 3 education for the fiscal year beginning July 1, 2000, and
1 4 ending June 30, 2001, the following amount, or so much thereof
1 5 as is necessary, to be used for the purpose designated:
1 6 For character education through service learning incentive
1 7 grants for school districts to implement programs that
1 8 integrate service learning into the school district's
1 9 curriculum and graduation requirements:

1 11 The director of the department of education shall develop
1 12 grant approval criteria and procedures. In developing grant
1 13 criteria and awarding grants, the director shall consider
1 14 equity concerns and options for distributing grant amounts
1 15 based on service population size groupings to accommodate
1 16 small, medium, and large population school districts. The
1 17 deadline for applications for character education through
1 18 service learning incentive grants in the fiscal year beginning
1 19 July 1, 2000, shall be August 31, 2000, with grant awards to
1 20 be made on or about October 1, 2000.
1 21 EXPLANATION
1 22 This bill appropriates moneys from the general fund of the
1 23 state to the department of education for fiscal year 2000-
1 24 2001, for character education through service learning
1 25 incentive grants for school districts to implement programs
1 26 that integrate service learning into the school district's
1 27 curriculum and graduation requirements.
1 28 Under the bill, the director of the department of education
1 29 must develop grant approval criteria and procedures, taking
1 30 into consideration equity concerns and school district size.
1 31 To receive a grant, a school must apply by August 31, 2000,
1 32 and the department must award the grants on or about October
1 33 1, 2000.
