PAG LIN 1 1 Section 1. Section 256.7, subsection 21, Code Supplement 1 2 1999, is amended by striking the subsection. 1 3 Sec. 2. Section 256D.1, subsection 2, Code Supplement 1 4 1999, is amended by striking the subsection. 1 5 Sec. 3. Section 256D.3, subsections 1 and 2, Code 1 6 Supplement 1999, are amended to read as follows: 1 7 1. A school district shall report annually to its school 1 8 community the proportion of fourth grade students who are 1 9 proficient in readingin accordance with section 256.7,1 10subsection 21, paragraph "c". School districts are encouraged 1 11 to submit to their communities composite information 1 12 concerning the reading proficiency of their kindergarten 1 13 through grade three enrollments, by grade level. 1 14 2.The annualA school district shall annually report 1 15submittedto the department of educationin accordance with1 16section 256.7, subsection 21, paragraph "c", shall includethe 1 17 district's current class sizes for kindergarten through grade 1 18 three. 1 19 Sec. 4. Section 256D.7, subsection 1, Code Supplement 1 20 1999, is amended to read as follows: 1 21 1. Commencing with the fiscal year beginning July 1, 2001, 1 22 each school district shall include a technology plan as a 1 23 component ofthean annual report submitted to the department 1 24 of educationin accordance with section 256.7, subsection 21,1 25paragraphs "a" and "c". The plan shall be developed by 1 26 licensed professional staff of the district, including both 1 27 teachers and administrators. The plan shall, at a minimum, 1 28 focus on the attainment of student achievement goals on 1 29 academic and other core indicators, consider the district's 1 30 interconnectivity with the Iowa communications network, and 1 31 demonstrate how the board will utilize technology to improve 1 32 student achievement. The technology plan shall be kept on 1 33 file in the district and a copy of the plan, and any 1 34 subsequent amendments to the plan, shall be sent to the 1 35 appropriate area education agency. 2 1 Sec. 5. Section 257.43, unnumbered paragraph 1, Code 2 2 Supplement 1999, is amended to read as follows: 2 3 The program plans submitted by school districts shall be 2 4 part of the school improvement plan submittedpursuant to2 5section 256.7, subsection 21, paragraph "a",to the department 2 6 of education annually and shall include all of the following: 2 7 EXPLANATION 2 8 This bill eliminates all language from the Code pertaining 2 9 to a school district and accredited nonpublic school reporting 2 10 requirement enacted as H.F. 2272 in 1998. In accordance with 2 11 that Act, the Code required the state board of education to 2 12 develop and adopt rules by July 1, 1999, incorporating 2 13 accountability for student achievement into the standards and 2 14 accreditation process. 2 15 As a result of the enactment of H.F. 2272, the Code 2 16 currently requires the administrative rules to include the 2 17 following: 2 18 Requirements that all school districts and accredited 2 19 nonpublic schools develop, implement, and file with the 2 20 department a comprehensive school improvement plan that 2 21 includes, but is not limited to, demonstrated school, 2 22 parental, and community involvement in assessing educational 2 23 needs, establishing local education standards and student 2 24 achievement levels, and, as applicable, the consolidation of 2 25 federal and state planning, goal-setting, and reporting 2 26 requirements. 2 27 A set of core academic indicators in mathematics and 2 28 reading in grades four, eight, and 11, a set of core academic 2 29 indicators in science in grades eight and 11, and another set 2 30 of core indicators that includes, but is not limited to, 2 31 graduation rate, postsecondary education, and successful 2 32 employment in Iowa. Under the Code, the department includes 2 33 this data in its condition of education report. 2 34 A requirement that all school districts and accredited 2 35 nonpublic schools annually report to the department and the 3 1 local community the districtwide progress made in attaining 3 2 student achievement goals on the academic and other core 3 3 indicators and the districtwide progress made in attaining 3 4 locally established student learning goals. The districts and 3 5 accredited nonpublic schools must demonstrate the use of 3 6 multiple assessment measures in determining student 3 7 achievement levels and may report on other locally determined 3 8 factors influencing student achievement. The districts and 3 9 accredited nonpublic schools must also report to the local 3 10 community their results by individual attendance centers. 3 11 The bill also eliminates provisions of the Code that 3 12 require school districts to integrate their specific early 3 13 intervention block grant program goals and activities into the 3 14 comprehensive school improvement plan required pursuant to the 3 15 enactment of H.F. 2272, and makes conforming changes 3 16 throughout the Code chapter establishing the early 3 17 intervention block grant program and the school improvement 3 18 technology block grant program. 3 19 LSB 5833XS 78 3 20 kh/cls/14
