PAG LIN 1 1 CAPITAL PROJECTS 1 2 DEPARTMENT OF AGRICULTURE 1 3 AND LAND STEWARDSHIP 1 4 Section 1. There is appropriated from the rebuild Iowa 1 5 infrastructure fund, notwithstanding section 8.57, subsection 1 6 5, paragraph "c", to the division of soil conservation of the 1 7 department of agriculture and land stewardship for the fiscal 1 8 year beginning July 1, 1999, and ending June 30, 2000, the 1 9 following amounts, or so much thereof as is necessary, to be 1 10 used for the purposes designated: 1 11 1. For development and implementation of a targeted 1 12 watershed program: 1 13 .................................................. $ 3,000,000 1 14 The division of soil conservation shall adopt 1 15 administrative rules pursuant to chapter 17A to establish and 1 16 administer a targeted watershed program. The program shall 1 17 target watersheds for which an identifiable quality issue 1 18 exists, as determined by the division in consultation with the 1 19 department of natural resources. The division shall provide 1 20 cost-share moneys to individual landowners within a targeted 1 21 watershed to assist the landowner in establishing pollution- 1 22 abatement structures, including grass waterways and soil 1 23 conservation measures, and in making single-household sewage 1 24 disposal system improvements. The amount of moneys allocated 1 25 in cost-share payments to a landowner under the program shall 1 26 not exceed fifty percent of the estimated cost of the 1 27 designated project. 1 28 2. To provide financial incentives for soil conservation 1 29 practices under chapter 161A: 1 30 .................................................. $ 5,000,000 1 31 In the allocation of funds under the subsection, priority 1 32 shall be given to providing cost-share moneys to landowners 1 33 for assistance in closing agricultural drainage wells. The 1 34 amount of moneys allocated in cost-share payments to a 1 35 landowner shall not exceed fifty percent of the estimated 2 1 costs of closing the agricultural drainage well. 2 2 Notwithstanding section 8.33, unencumbered or unobligated 2 3 funds remaining on June 30, 2003, from the funds appropriated 2 4 in this section shall revert to the rebuild Iowa 2 5 infrastructure fund on August 31, 2003. 2 6 DEPARTMENT OF NATURAL RESOURCES 2 7 Sec. 2. There is appropriated from the rebuild Iowa 2 8 infrastructure fund to the department of natural resources for 2 9 the fiscal year beginning July 1, 1999, and ending June 30, 2 10 2000, the following amounts, or so much thereof as is 2 11 necessary, to be used for the purposes indicated: 2 12 1. For renovation; repairs; maintenance needs including 2 13 health, life, and fire safety; for compliance with the federal 2 14 Americans With Disabilities Act; and for updating of 2 15 facilities within state parks, recreation areas, and 2 16 preserves: 2 17 .................................................. $ 3,000,000 2 18 2. For county park infrastructure grants under the county 2 19 park infrastructure grant program: 2 20 .................................................. $ 2,000,000 2 21 The department of natural resources shall adopt 2 22 administrative rules pursuant to chapter 17A to establish and 2 23 administer a county park infrastructure grant program. The 2 24 program shall provide grants to counties for renovations; 2 25 repairs; maintenance needs including health, life, and fire 2 26 safety, for compliance with the federal Americans With 2 27 Disabilities Act; and for updating of facilities within county 2 28 parks and recreation areas. Counties shall apply to the 2 29 department for a grant under the program. To be eligible to 2 30 receive a grant, a county must match the grant with local or 2 31 private financial resources equal to at least twenty-five 2 32 percent of the amount of the grant. The maximum amount of a 2 33 grant shall be $100,000. The department shall give priority 2 34 to projects which are historical sites or high-use areas, or 2 35 involve renovation or updating of antiquated facilities or 3 1 improvements related to compliance with the federal Americans 3 2 With Disabilities Act. 3 3 3. For the dredging of lakes, including necessary 3 4 preparation for dredging, in accordance with the department's 3 5 classification of Iowa lakes restoration report, 3 6 notwithstanding section 8.57, subsection 5, paragraph "c": 3 7 ................................................. $ 4,400,000 3 8 Of the amount appropriated in this subsection, up to 3 9 $400,000 shall be used by the department to continue the lake 3 10 rehabilitation pilot program for state-owned or public lakes 3 11 in cooperation with local project sponsors. The department 3 12 shall provide matching funds at a rate of one dollar of state 3 13 appropriated moneys for every one dollar of local project 3 14 moneys raised. 3 15 4. For development and implementation of a water quality 3 16 assessment program: 3 17 .................................................. $ 1,000,000 3 18 The department of natural resources shall adopt 3 19 administrative rules pursuant to chapter 17A to establish and 3 20 administer a water quality assessment program. 3 21 Notwithstanding section 8.33, unencumbered or unobligated 3 22 funds remaining on June 30, 2003, from the funds appropriated 3 23 in this section shall revert to the rebuild Iowa 3 24 infrastructure fund on August 31, 2003. 3 25 EXPLANATION 3 26 The bill makes appropriations to the department of 3 27 agriculture and land stewardship and the department of natural 3 28 resources for the fiscal year beginning July 1, 1999, and 3 29 ending June 30, 2000, for various capital and other projects. 3 30 The appropriations to the division of soil conservation in the 3 31 department of agriculture and land stewardship include a 3 32 targeted watershed program and financial incentives for soil 3 33 conservation practices. The appropriations to the department 3 34 of natural resources include appropriations for projects at 3 35 state parks, recreation areas, and preserves; a county park 4 1 infrastructure grant program; lake dredging; and water quality 4 2 assessment program. 4 3 LSB 1790SV 78 4 4 nh/gg/8.1
