1 1 Section 1. NEW SECTION. 15.321 COMMUNITY ECONOMIC
1 2 BETTERMENT RECREATIONAL AND CULTURAL PROGRAM.
1 3 The purpose of the community economic betterment
1 4 recreational and cultural program is to assist communities in
1 5 the development and creation of multipurpose recreational and
1 6 cultural facilities. All provisions of section 15.317 shall
1 7 apply to this program. The department shall use the rating
1 8 factors and criteria in section 15.318 to develop applicable
1 9 rating factors and criteria for the program with the addition
1 10 of rating factors and criteria relating to tourism potential
1 11 and the economic impact of the facility being considered.
1 12 Sec. 2. NEW SECTION. 15.322 COMMUNITY ECONOMIC
1 13 BETTERMENT RECREATIONAL AND CULTURAL PROGRAM ACCOUNT.
1 14 1. A community economic betterment recreational and
1 15 cultural program account is established within the strategic
1 16 investment fund to be used by the department for the community
1 17 economic betterment recreational and cultural program. The
1 18 account shall consist of all appropriations, grants, or gifts
1 19 received by the department specifically for use under section
1 20 15.321 and any moneys allocated to the community economic
1 21 betterment recreational and cultural program account from the
1 22 strategic investment fund.
1 23 2. Payments of interest, repayments of moneys loaned under
1 24 the community economic betterment recreational and cultural
1 25 program, or recaptures of awards shall be deposited into the
1 26 strategic investment fund.
1 27 EXPLANATION
1 28 This bill establishes a community economic betterment
1 29 recreational and cultural program to assist communities in the
1 30 development and creation of multipurpose recreational and
1 31 cultural facilities. The community economic betterment
1 32 program requirements relating to types of assistance, entities
1 33 that may apply for assistance, limitations on the amount of
1 34 assistance, and the amount of time during which an entity must
1 35 utilize the assistance apply to the community economic
2 1 betterment recreational and cultural program. The ratings
2 2 factors and criteria of the community economic betterment
2 3 program also apply to the community economic betterment
2 4 recreational and cultural program with the addition of ratings
2 5 factors and criteria relating to tourism potential and
2 6 economic impact of the facility being considered.
2 7 The bill establishes a community economic betterment
2 8 recreational and cultural program account within the strategic
2 9 investment fund. The bill provides that payments of interest,
2 10 repayments of moneys loaned under the community economic
2 11 betterment recreational and cultural program, or recaptures of
2 12 awards shall be deposited into the strategic investment fund.
