  1  1    Section 1.  Section 321.252, unnumbered paragraph 4, Code
  1  2 1999, is amended to read as follows:
  1  3    The department shall establish, by rule, in cooperation
  1  4 with a tourist signing committee, the standards for tourist-
  1  5 oriented directional signs and shall annually review the list
  1  6 of attractions for which signing is in place.  The rules shall
  1  7 conform to national standards for tourist-oriented directional
  1  8 signs adopted under 23 U.S.C. } 131(q) and to the manual of
  1  9 uniform traffic control devices.  The tourist signing
  1 10 committee shall be made up of the directors or their designees
  1 11 of the departments of economic development, agriculture and
  1 12 land stewardship, natural resources, cultural affairs, and
  1 13 transportation, the chairperson or the chairperson's designee
  1 14 of the Iowa travel council, and a member of the outdoor
  1 15 advertising association of Iowa.  The director or the
  1 16 director's designee of the department of economic development
  1 17 shall be the chairperson of the committee.  The department of
  1 18 transportation shall be responsible for calling and setting
  1 19 the date of the meetings of the committee which meetings shall
  1 20 be based upon the amount of activity relating to signs.
  1 21 However, the committee shall meet at least once a month.
  1 22 However, a tourist attraction is not subject to a minimum
  1 23 number of visitors annually to qualify for tourist-oriented
  1 24 directional signing.  The rules shall not be applicable to
  1 25 directional signs relating to historic sites on land owned or
  1 26 managed by state agencies or historic sites listed on the
  1 27 national register of historic places, as provided in section
  1 28 321.253A.  The rules shall include but are not limited to the
  1 29 following:
  1 30    Sec. 2.  Section 321.253A, Code 1999, is amended to read as
  1 31 follows:
  1 32    321.253A  DIRECTIONAL SIGNS RELATING TO FOR CERTAIN
  1 33 HISTORIC SITES ON LAND OWNED OR MANAGED BY STATE AGENCIES.
  1 34    1.  The department shall place and maintain directional
  1 35 signs upon primary highways which provide information about
  2  1 historic sites which are located on land owned or managed by
  2  2 an agency as defined in section 17A.2 or historic sites which
  2  3 are listed on the national register of historic places upon
  2  4 request of an entity in control of the historic site.  The
  2  5 costs of a sign requested by an entity in control of a
  2  6 historic site listed on the national register of historic
  2  7 places, including costs of erecting and maintaining the sign,
  2  8 shall be paid by the entity requesting the sign.  The signs
  2  9 shall conform to the manual of uniform traffic devices.
  2 10 However, the directional signs are not subject to requirements
  2 11 applicable to tourist-oriented directional signs.
  2 12    2.  Upon request by a city or county in which a historic
  2 13 site is located on land owned or managed by an agency, the
  2 14 department shall distribute a directional sign as provided in
  2 15 this section to the city or county for erection upon roads or
  2 16 streets within their jurisdictions.  A city, county, or other
  2 17 local authority may request the department to distribute a
  2 18 directional sign as provided in this section on behalf of an
  2 19 entity in control of a historic site listed on the national
  2 20 register of historic places for erection upon roads or streets
  2 21 within their jurisdictions.  The costs of a sign so requested
  2 22 by a local authority on behalf of an entity shall be paid by
  2 23 the local authority requesting the sign or the entity in
  2 24 control of the historic site.
  2 25    3.  The location of the historic site shall be memorialized
  2 26 on transportation maps of the state published under the
  2 27 direction of the department and generally made available to
  2 28 the public.  However, if it is not reasonable and feasible to
  2 29 display specific historic sites on the state transportation
  2 30 map, the department shall consult with the agency or entity
  2 31 managing the historic site.
  2 32    4.  The department shall not erect, maintain, or distribute
  2 33 a directional sign or include on a transportation map
  2 34 information about a historic site located on land owned or
  2 35 managed by an agency or entity if the department receives an
  3  1 objection by the agency or entity.  
  3  2                           EXPLANATION 
  3  3    This bill amends Code section 321.253A to require the state
  3  4 department of transportation to place and maintain directional
  3  5 signs upon primary highways which provide information about
  3  6 historic sites which are listed on the national register of
  3  7 historic places upon request of an entity in control of the
  3  8 historic site.  The costs of a sign requested by an entity in
  3  9 control of a historic site listed on the national register of
  3 10 historic places, including costs of erecting and maintaining
  3 11 the sign, shall be paid by the entity requesting the sign.
  3 12 The signs shall conform to the department's manual of uniform
  3 13 traffic-control devices and are not subject to requirements
  3 14 applicable to tourist-oriented directional signs.
  3 15    Code section 321.253A currently requires the department to
  3 16 place such signs for historic sites which are located on land
  3 17 owned or managed by certain state agencies.
  3 18    The bill also provides that a city, county, or other local
  3 19 authority may request the department to distribute a
  3 20 directional sign as provided in this section on behalf of an
  3 21 entity in control of a historic site listed on the national
  3 22 register of historic places for erection upon roads or streets
  3 23 within their jurisdictions.  The costs of a sign so requested
  3 24 by a local authority on behalf of an entity shall be paid by
  3 25 the local authority requesting the sign or the entity in
  3 26 control of the historic site.
  3 27    Code section 321.253A currently provides that upon request
  3 28 of a city or county in which a historic site is located on
  3 29 land owned or managed by an agency, the department shall
  3 30 distribute a directional sign to the city or county for
  3 31 erection upon roads or streets within their jurisdictions.
