  1  1    Section 1.  Section 483A.27, subsection 5, Code 1999, is
  1  2 amended to read as follows:
  1  3    5.  An officer of the department or a certified instructor
  1  4 may issue a certificate to a person who has not completed the
  1  5 hunter safety and ethics education course but meets the
  1  6 criteria established by the commission.  However, the
  1  7 department shall issue a certificate to a United States
  1  8 military veteran discharged under honorable conditions who is
  1  9 a resident and requests the certificate within one year after
  1 10 the date of discharge.
  1 11    Sec. 2.  ADDITIONAL ELIGIBILITY.  A resident who was
  1 12 discharged from United States military service under honorable
  1 13 conditions before July 1, 1999, shall be issued a hunter
  1 14 safety and ethics certificate as provided in section 1 of this
  1 15 Act if the certificate is requested before July 1, 2000.  
  1 16                           EXPLANATION 
  1 17    This bill provides that the department of natural resources
  1 18 shall issue a hunter safety and ethics certificate to
  1 19 honorably discharged military veterans who establish residence
  1 20 in this state and request a certification within one year
  1 21 following their honorable discharge.
  1 22    The bill also provides that a veteran who is discharged
  1 23 under honorable conditions before July 1, 1999, shall be
  1 24 issued a hunter safety and ethics certificate if the
  1 25 certificate is requested before July 1, 2000.
