1 1 Section 1. NEW SECTION. 1C.12 BILL OF RIGHTS DAY.
1 2 The governor of this state is hereby authorized and
1 3 requested to issue annually a proclamation designating the
1 4 fifteenth day of December as "Bill of Rights Day" and to
1 5 encourage all governmental bodies in the state to observe the
1 6 day in a manner that emphasizes the meaning and importance of
1 7 the first ten amendments to the United States Constitution,
1 8 and declare that the Bill of Rights should be read aloud in
1 9 its entirety in all public schools, government meetings, and
1 10 courtrooms on that date.
1 11 EXPLANATION
1 12 This bill authorizes and requests the governor to issue
1 13 annually a proclamation designating December 15, the month and
1 14 day of ratification in 1791, as "Bill of Rights Day", and to
1 15 encourage all governmental bodies in the state to observe the
1 16 day in a manner that emphasizes the meaning and importance of
1 17 the first 10 amendments to the United States Constitution, and
1 18 declare that the Bill of Rights should be read aloud in its
1 19 entirety in all public schools, government meetings, and
1 20 courtrooms on that date.
