  1  1    Section 1.  Section 331.441, subsection 2, paragraph b,
  1  2 subparagraph (2), Code 1999, is amended to read as follows:
  1  3    (2)  Bridges on highways or parts of highways which are
  1  4 located along the corporate limits of cities and are partly
  1  5 within and partly without the limits and are in whole or in
  1  6 part secondary roads.  
  1  7                           EXPLANATION 
  1  8    This bill provides that bridges on highways which are in
  1  9 whole or in part secondary roads are classified as an
  1 10 essential corporate purpose for county funding.  The funding
  1 11 of essential corporate purpose projects may be accomplished
  1 12 through the issuance of general obligation bonds by a county
  1 13 which are not subject to an election requirement for approval.
