1 4 RELATING TO MANDATORY MOTOR VEHICLE PROOF OF FINANCIAL
1 5 RESPONSIBILITY BY REQUIRING SUCH PROOF WHEN A MOTOR VEHICLE
1 6 IS OPERATED ON A PARKING LOT.

1 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 10 Section 1. Section 321.20B, subsection 1, Code 1999, is
1 11 amended by adding the following new unnumbered paragraph after
1 12 unnumbered paragraph 1:
1 13 NEW UNNUMBERED PARAGRAPH. It shall be conclusively
1 14 presumed that a motor vehicle driven upon a parking lot which
1 15 is available to the public without charge or which is
1 16 available to customers or invitees of a business or facility
1 17 without charge was driven on the highways of this state in
1 18 order to enter the parking lot, and this section shall be
1 19 applicable to such a motor vehicle. As used in this section,
1 20 "parking lot" includes access roads, drives, lanes, aisles,
1 21 entrances, and exits to and from a parking lot described in
1 22 this paragraph.
