  1  1    Section 1.  Section 483A.24, subsection 2, paragraph a,
  1  2 subparagraph (1), Code 1999, is amended to read as follows:
  1  3    (1)  "Family member" means a resident of Iowa person who is
  1  4 the spouse or child of the owner or tenant and who resides
  1  5 with the owner or tenant.
  1  6    Sec. 2.  Section 483A.24, subsection 2, paragraph a,
  1  7 subparagraph (3), unnumbered paragraphs 1 and 2, Code 1999,
  1  8 are amended to read as follows:
  1  9    "Owner" means an owner of a farm unit who is a resident of
  1 10 Iowa and who is one of the following:
  1 11    An "owner" does not mean a person who owns a farm unit and
  1 12 who employs a farm manager or third party to operate the farm
  1 13 unit, or a person who owns a farm unit and who rents the
  1 14 entire farm unit to a tenant who is responsible for all farm
  1 15 operations.  However, this paragraph does not apply to an
  1 16 owner who is a parent of the tenant and who resides in this
  1 17 state.
  1 18    Sec. 3.  Section 483A.24, subsection 2, paragraph a, is
  1 19 amended by adding the following new subparagraph:
  1 20    NEW SUBPARAGRAPH.  (5)  However, for the purpose of
  1 21 receiving a free wild turkey hunting license, the terms
  1 22 "family member" and "owner" include only a person who is a
  1 23 resident of this state.  
  1 24                           EXPLANATION
  1 25    This bill provides that landowners and their family members
  1 26 who are nonresidents of this state are eligible for free deer
  1 27 hunting licenses to hunt on their own farm units.  However, to
  1 28 remain eligible for free wild turkey hunting licenses,
  1 29 landowners and their family members must still be Iowa
  1 30 residents.
