1 1 SENATE CONCURRENT RESOLUTION NO. ___
1 2 BY HEDGE
1 3 A Senate Concurrent Resolution recognizing the
1 4 accomplishments of John Fletcher Lacey and
1 5 commemorating the one-hundredth-year anniversary
1 6 of the Lacey Act.
1 7 WHEREAS, John Fletcher Lacey, who was a long-time
1 8 resident of Oskaloosa, served as a member of the Iowa
1 9 General Assembly from 1870 to 1872, and later
1 10 represented Iowa in the Congress of the United States
1 11 from 1888 to 1906; and
1 12 WHEREAS, Congressman Lacey distinguished himself
1 13 through his service in the Civil War, work as a
1 14 private attorney, and service in the Iowa House of
1 15 Representatives, and the Congress of the United
1 16 States, and through his many achievements which
1 17 included legal scholarship, advocacy of the
1 18 conservation of natural and cultural resources,
1 19 support for improvement of the condition of Native
1 20 Americans, and his involvement in passage of important
1 21 federal legislation affording some of the earliest
1 22 protections to our nation's natural resources; and
1 23 WHEREAS, his most significant achievement was
1 24 authorship and passage of the Lacey Act of 1900,
1 25 outlawing the interstate transport of illegally taken
1 26 wildlife; and
1 27 WHEREAS, due to the importance of protecting and
1 28 enhancing the environment, the year 2000 has been
1 29 proclaimed Earth Year 2000, which Iowa is in the
1 30 process of observing; and
2 1 WHEREAS, no person better represents the model of a
2 2 citizen conservationist than John Fletcher Lacey, and
2 3 no act better represents the progress made in
2 4 conservation of the environment in the last century
2 5 than the Lacey Act; NOW THEREFORE,
2 6 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 7 REPRESENTATIVES CONCURRING, That the Iowa General
2 8 Assembly honor the accomplishments and legacy of John
2 9 Fletcher Lacey and commemorate the year 2000 as the
2 10 one-hundredth-year anniversary of the Lacey Act; and
2 11 BE IT FURTHER RESOLVED, That the Governor of the
2 12 State of Iowa direct the Iowa Department of Natural
2 13 Resources to observe this anniversary with the
2 14 dedication of a public area in John Fletcher Lacey's
2 15 honor.
