PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. ___ 1 2 BY FRAISE 1 3 A Concurrent Resolution designating December 15, 1999, 1 4 as Bill of Rights Day. 1 5 WHEREAS, the first 10 amendments to the 1 6 Constitution of the United States of America, which 1 7 are collectively referred to as the Bill of Rights, 1 8 were ratified on December 15, 1791; and 1 9 WHEREAS, several of the original states refused to 1 10 ratify the Constitution without an express Bill of 1 11 Rights; and 1 12 WHEREAS, the Bill of Rights recognizes, affirms, 1 13 and protects fundamental individual rights for which 1 14 persons of all races have struggled for thousands of 1 15 years; and 1 16 WHEREAS, Americans should pause to reflect on the 1 17 sacrifices made by generations to protect the Bill of 1 18 Rights and celebrate the rights and freedoms 1 19 guaranteed by the Bill of Rights; and 1 20 WHEREAS, to commemorate the Bill of Rights with a 1 21 special day would honor the fundamental rights it 1 22 protects, and the sacrifices made to create and 1 23 preserve these rights; NOW THEREFORE, 1 24 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 1 25 REPRESENTATIVES CONCURRING, That the General Assembly 1 26 designate December 15, 1999, as Bill of Rights Day and 1 27 encourage all government agencies to observe the day 1 28 in a manner that brings to mind the meaning, need, and 1 29 importance of each of the first 10 amendments in the 1 30 Bill of Rights. 2 1 BE IT FURTHER RESOLVED, That the General Assembly 2 2 request that the Governor issue a proclamation calling 2 3 upon the people of Iowa to observe Bill of Rights Day 2 4 with appropriate programs, classroom recitations, and 2 5 activities. 2 6 LSB 3413SS 78 2 7 kh/jw/5
