  1  1    Amend Senate File 2453, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 1, lines 22 and 23, by striking the words
  1  4 "in Council Bluffs".
  1  5    #2.  Page 1, by striking line 24 and inserting the
  1  6 following:  
  1  7 ".................................................. $    900,000
  1  8    The first $300,000 of the amount appropriated in
  1  9 this subsection shall be allocated for community-based
  1 10 corrections projects in Council Bluffs.  The next
  1 11 $600,000 of the amount appropriated in this subsection
  1 12 shall be allocated for community-based corrections
  1 13 projects in the judicial district in which the city of
  1 14 Davenport is located.  These moneys may be used by the
  1 15 department to enter into lease-purchase agreements for
  1 16 such projects."
  1 17    #3.  Page 2, by inserting after line 4 the
  1 18 following:
  1 19    "Of the amount appropriated in this section,
  1 20 $150,000 shall be allocated for phase 1 of the project
  1 21 recommended by the Iowa battle flag advisory committee
  1 22 to stabilize the condition of the battle flag
  1 23 collection, notwithstanding any provision of this
  1 24 section to the contrary, notwithstanding section 8.57,
  1 25 subsection 5, paragraph "c"." 
  1 26    #4.  Page 2, by striking lines 23 through 28 and
  1 27 inserting the following:
  1 28    "The moneys appropriated in this subsection shall
  1 29 be used for projects which cumulatively result in the
  1 30 creation of "vertical infrastructure", as defined in
  1 31 section 8.57, subsection 5, paragraph "c", having a
  1 32 total value of at least $2,500,000.  The".
  1 33    #5.  Page 2, line 33, by striking the word
  1 34 "facilitate" and inserting the following:  "result
  1 35 in".  
  1 36    #6.  Page 3, by striking lines 24 through 28 and
  1 37 inserting the following:
  1 38    "2.  For facility utilization review services
  1 39 including a program statement, site recommendations,
  1 40 schematic designs, and other design development for
  1 41 additional facilities which will meet laboratory,
  1 42 office, and other facility needs of state agencies,
  1 43 including but not limited to interim or long-term
  1 44 leasing and relocation needs related to such projects,
  1 45 notwithstanding section 8.57, subsection 5, paragraph
  1 46 "c":  
  1 47 .................................................. $  3,200,000
  1 48    3.  For routine maintenance of state buildings and
  1 49 facilities under the purview of the department,
  1 50 notwithstanding section 8.57, subsection 5, paragraph
  2  1 "c":  
  2  2 .................................................. $  2,000,000
  2  3    The department shall quarterly file a report with
  2  4 the legislative fiscal bureau detailing the use and
  2  5 disposition of funds appropriated in this subsection."
  2  6    #7.  By striking page 4, line 10, through page 5,
  2  7 line 4.
  2  8    #8.  Page 5, by striking line 33 and inserting the
  2  9 following:

  2 11    #9.  Page 7, by inserting after line 4 the
  2 12 following:
  2 13    "Sec. ___.  1999 Iowa Acts, chapter 204, section 6,
  2 14 unnumbered paragraph 2, is amended to read as follows:
  2 15    For planning, design, and construction of a new
  2 16 judicial building:  
  2 17 FY 1999-2000...................................... $ 10,000,000
  2 18 FY 2000-2001...................................... $ 10,000,000
  2 19                                                       8,000,000"
  2 20    #10.  Page 8, by striking lines 13 through 24.
  2 21    #11.  Page 14, by inserting after line 2 the
  2 22 following:
  2 23    "It is the intent of the general assembly that a
  2 24 portion of the funds appropriated in this subsection
  2 25 be used to provide adequate assistance for closing
  2 26 agricultural drainage wells and constructing
  2 27 alternative drainage systems in Humboldt county."
  2 28    #12.  Page 16, line 13, by striking the words
  2 29 "natural or constructed lakes" and inserting the
  2 30 following:  "a natural or constructed lake or to a
  2 31 portion of a river".
  2 32    #13.  Page 16, line 17, by inserting after the word
  2 33 "lake" the following:  "or portion of the river".
  2 34    #14.  Page 16, line 18, by inserting after the word
  2 35 "lake" the following:  "or portion of the river".
  2 36    #15.  Page 16, line 22, by inserting before the
  2 37 word "any" the following:  "portions of any rivers or
  2 38 for".
  2 39    #16.  Page 16, line 26, by inserting after the word
  2 40 "lake" the following:  "or river".
  2 41    #17.  Page 17, by inserting after line 21 the
  2 42 following:
  2 43    "If the amount appropriated in this subsection
  2 44 exceeds the amount of marine fuel tax receipts
  2 45 deposited into the rebuild Iowa infrastructure fund
  2 46 for the fiscal year ending June 30, 2001, the
  2 47 difference between the amount appropriated in this
  2 48 subsection from the environment first fund and the
  2 49 actual marine fuel tax receipts deposited into the
  2 50 rebuild Iowa infrastructure fund is appropriated to
  3  1 the rebuild Iowa infrastructure fund from the
  3  2 accumulated balance of marine fuel tax receipts in the
  3  3 general fund of the state which is tracked by the
  3  4 department of management pursuant to section 8.60,
  3  5 subsection 14."
  3  6    #18.  By renumbering, relettering, or redesignating
  3  7 and correcting internal references as necessary.
