1 1 Amend the amendment, S-5622, to House File 2549, as
1 2 amended, passed, and reprinted by the House, as
1 3 follows:
1 4 #1. By striking page 7, line 45 through page 8,
1 5 line 37 and inserting the following:
1 6 "b. For the fiscal year beginning July 1, 2000, in
1 7 awarding grants and establishing grant amounts for all
1 8 designated community empowerment areas that have never
1 9 been awarded a school ready children grant, the Iowa
1 10 empowerment board shall give consideration to the
1 11 future implementation of a funding formula for
1 12 distribution of the grant moneys, anticipation of the
1 13 state moving over a period of years to full funding of
1 14 the grant program, and the reasonable expectations of
1 15 community empowerment areas for a process of equitable
1 16 distribution of funds.
1 17 c. The provisions of paragraph "b" are not
1 18 applicable to those designated community empowerment
1 19 areas that were awarded a school ready children grant
1 20 prior to the fiscal year beginning July 1, 2000, and
1 21 those areas shall be held harmless from the provisions
1 22 implemented by the Iowa empowerment board pursuant to
1 23 paragraph "b"."
