  1  1    Amend the amendment, S-5622, to House File 2549, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 25, by inserting after line 1 the
  1  5 following:
  1  6    "Sec.    .  Section 28.3, subsection 2, Code
  1  7 Supplement 1999, is amended to read as follows:
  1  8    2.  The Iowa board shall consist of fifteen
  1  9 seventeen voting members with twelve thirteen citizen
  1 10 members and three four state agency members.  The
  1 11 three four state agency members shall be the directors
  1 12 of the following departments:  education, human
  1 13 rights, human services, and public health.  The twelve
  1 14 thirteen citizen members shall be appointed by the
  1 15 governor, subject to confirmation by the senate.  The
  1 16 governor's appointments of citizen members shall be
  1 17 made in a manner so that each of the state's
  1 18 congressional districts is represented by two citizen
  1 19 members and so that all the appointments as a whole
  1 20 reflect the ethnic, cultural, social, and economic
  1 21 diversity of the state.  The governor's appointees
  1 22 shall be selected from individuals nominated by
  1 23 community empowerment area boards.  The nominations
  1 24 shall reflect the range of interests represented on
  1 25 the community boards so that the governor is able to
  1 26 appoint one or more members each for education,
  1 27 health, human services, business, faith, and public
  1 28 interests.  At least one of the citizen members shall
  1 29 be a service consumer or the parent of a service
  1 30 consumer.  Terms of office of all citizen members are
  1 31 three years.  A vacancy on the board shall be filled
  1 32 in the same manner as the original appointment for the
  1 33 balance of the unexpired term."
