  1  1    Amend the amendment, S-5622, to House File 2549, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 5, by striking line 4 and inserting the
  1  5 following:  
  1  6 "................................................. $  3,223,756"
  1  7    #2.  Page 5, by inserting after line 5 the
  1  8 following:
  1  9    "From the funds appropriated in this lettered
  1 10 paragraph, the sum of $32,000 shall be used to promote
  1 11 libraries as community centers for lifelong learning,
  1 12 encouraging reading and sharing of family stories with
  1 13 children early in life, and establishing
  1 14 nontraditional partnerships with libraries and
  1 15 community/business groups."
  1 16    #3.  Page 5, by striking line 16 and inserting the
  1 17 following:  
  1 18 "................................................. $  1,500,000"
  1 19    #4.  Page 6, by inserting after line 30 the
  1 20 following:
  1 21    "The division of libraries and information services
  1 22 shall submit a list of current regional library
  1 23 employees and their salaries to the department of
  1 24 management by August 1, 2000.  The list shall be used
  1 25 by the department for purposes of calculating the
  1 26 annual salary increase need, based on the salary
  1 27 increases negotiated by the American federation of
  1 28 state, county, and municipal employees.  The amount
  1 29 calculated by the department for salary need shall be
  1 30 included in the regional library budget request
  1 31 submitted to the governor for the fiscal year
  1 32 beginning July 1, 2001, and ending June 30, 2002."
  1 33    #5.  Page 26, by inserting after line 42 the
  1 34 following:
  1 35    "Sec.    .  Section 256.52, subsection 3, Code
  1 36 1999, is amended by adding the following new paragraph
  1 37 after paragraph d:
  1 38    NEW PARAGRAPH.  dd.  Coordinate group purchases of
  1 39 electronic educational content for potential and
  1 40 actual participating entities.  In coordinating such
  1 41 purchases the state librarian may negotiate and enter
  1 42 into contracts with vendors and participating
  1 43 entities.  The state librarian shall also administer
  1 44 any funds designated for the purposes described in
  1 45 this paragraph.  For purposes of this paragraph:
  1 46    (1)  "Electronic educational content" means any
  1 47 information resource that can be stored
  1 48 electronically, including, but not limited to,
  1 49 databases, video, audio, and graphics.
  1 50    (2)  "Participating entity" includes a governmental
  2  1 entity or educational institution in this state,
  2  2 including a school, area education agency, community
  2  3 college, institution of higher education, library, or
  2  4 regional library.
  2  5    Sec.    .  NEW SECTION.  256.57  ELECTRONIC
  2  6 EDUCATIONAL CONTENT FUND.
  2  7    1.  An electronic educational content fund is
  2  8 created as a separate fund in the state treasury.  The
  2  9 fund shall consist of appropriations made to the fund,
  2 10 contributions from participating entities, as defined
  2 11 in section 256.52, subsection 3, paragraph "dd", and
  2 12 transfers of interest, earnings, and moneys from other
  2 13 funds as provided by law and any other contributions
  2 14 to the fund.
  2 15    2.  Moneys in the fund are not subject to section
  2 16 8.33.  Notwithstanding section 12C.7, subsection 2,
  2 17 interest or earnings on moneys in the fund shall be
  2 18 credited to the fund.
  2 19    3.  Moneys in the fund are subject to appropriation
  2 20 by the general assembly to the state librarian for the
  2 21 purposes described in section 256.52, subsection 3,
  2 22 paragraph "dd"."
