  1  1    Amend the amendment, S-5622, to House File 2549, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 1, by inserting after line 47 the
  1  5 following:
  1  6    "7.  CAREER OPPORTUNITIES AND RESOURCES FOR
  1  7 EDUCATION (CORE) GRANTS.
  1  8    For expanded educational assistance to encourage
  1  9 Iowans to enroll in shortage area vocational programs
  1 10 as provided in section 261.22:  
  1 11 .................................................. $    500,000"
  1 12    #2.  Page 28, by inserting after line 49 the
  1 13 following:
  1 14    "Sec.    .  NEW SECTION.  261.22  CAREER
  1 15 OPPORTUNITIES AND RESOURCES FOR EDUCATION GRANTS.
  1 16    1.  A career opportunities and resources for
  1 17 education grant program is established to be
  1 18 administered by the college student aid commission.
  1 19 An individual is eligible for the grant program if the
  1 20 individual is a resident of this state who is enrolled
  1 21 at a community college in a vocational program
  1 22 designated as a career opportunities and resources for
  1 23 education program in accordance with the provisions of
  1 24 this section.  The college student aid commission
  1 25 shall adopt rules pursuant to chapter 17A to
  1 26 administer this section.
  1 27    2.  The department of economic development shall
  1 28 identify, at least every four years, targeted
  1 29 industries that pay high wages and offer excellent
  1 30 benefits and that correspond to Iowa's areas of
  1 31 competitive advantage.  The director of the department
  1 32 of economic development shall submit this list of
  1 33 targeted industries to the director of the department
  1 34 of education.
  1 35    3.  The Iowa workforce development board shall
  1 36 identify, at least every two years, targeted
  1 37 occupations associated with the targeted industries
  1 38 identified by the department of economic development
  1 39 pursuant to subsection 2.  In determining current and
  1 40 predicting future targeted occupations, the director
  1 41 of the department of workforce development shall seek
  1 42 the cooperation and expertise of, among others, the
  1 43 department of economic development, the college
  1 44 student aid commission, the Iowa state occupational
  1 45 information coordinating committee, the department of
  1 46 education, business and technology advisory councils,
  1 47 educators, labor organizations, chambers of commerce,
  1 48 economic development professionals, trade
  1 49 associations, and researchers.  The director of the
  1 50 department of workforce development shall submit the
  2  1 approved list of targeted occupations to the director
  2  2 of the department of education.
  2  3    4.  A community college may submit to the
  2  4 department of education a proposal for designation as
  2  5 a career opportunities and resources for education
  2  6 program.  A proposed program may be a new or existing
  2  7 community college program and shall meet all of the
  2  8 following criteria:
  2  9    a.  The program educates students to meet or exceed
  2 10 the prerequisites for employment in a targeted
  2 11 industry or targeted occupation identified in
  2 12 accordance with this section.
  2 13    b.  A business guarantees to provide matching cash
  2 14 or in-kind contributions to the community college for
  2 15 the costs of the program.  The matching funds or in-
  2 16 kind contributions shall be equivalent to, at a
  2 17 minimum, twenty percent of the program costs.
  2 18 Matching funds shall not include tuition assistance
  2 19 provided to a student who is employed by the business.
  2 20    c.  The program has an agreement with a business
  2 21 whereby the business pledges to provide intellectual
  2 22 assistance during the program's development and
  2 23 implementation; internships, externships, and
  2 24 scholarships to students in the program; and hiring
  2 25 preferences to persons who successfully complete the
  2 26 program.
  2 27    5.  The department of education and the department
  2 28 of economic development shall develop a review and
  2 29 approval process for the designation of community
  2 30 college programs as career opportunities and resources
  2 31 for education programs.
  2 32    6.  To be eligible to receive a grant under this
  2 33 section, an applicant shall, in accordance with the
  2 34 rules of the commission, do the following:
  2 35    a.  Complete and file an application for a career
  2 36 opportunities and resources for education grant.  The
  2 37 individual shall be responsible for the prompt
  2 38 submission of any information required by the
  2 39 commission.
  2 40    b.  File a new application and submit information
  2 41 as required by the commission annually on the basis of
  2 42 which the applicant's eligibility for the renewed
  2 43 grant will be evaluated and determined.
  2 44    7.  If a student receives financial aid from any
  2 45 source other than the program established under this
  2 46 section, the full amount of such financial aid shall
  2 47 be considered part of the student's financial
  2 48 resources available in determining the amount of the
  2 49 student's financial need for the period of the
  2 50 financial aid.  Grant moneys received by a student in
  3  1 accordance with this section shall be used to pay the
  3  2 student's cost of attendance, which includes community
  3  3 college tuition and fees, materials, textbooks and
  3  4 supplies, transportation, room and board, dependent
  3  5 care during the time the person is in class, and the
  3  6 purchase or rental of a computer.
  3  7    8.  The amount of the grant shall not exceed a
  3  8 student's annual financial need or two thousand five
  3  9 hundred dollars, whichever is less.
  3 10    9.  In order to be excused from repayment of the
  3 11 total grant amount, a grant recipient shall remain a
  3 12 resident of the state and be employed within the
  3 13 state, for a period of two years after successful
  3 14 completion of a career opportunities and resources for
  3 15 education program.  If a grant recipient changes
  3 16 residence to another state prior to the time specified
  3 17 by the commission, the commission shall establish a
  3 18 plan for repayment of the total grant amount,
  3 19 including an amount of interest to be prescribed by
  3 20 the commission by rule, over a ten-year period.  If a
  3 21 person required to make the repayment does not make
  3 22 the required payments, the commission shall provide
  3 23 for payment collection.
  3 24    10.  The departments of economic development,
  3 25 education, and workforce development, the college
  3 26 student aid commission, and the community colleges
  3 27 with designated programs shall jointly promote the
  3 28 career opportunities and resources for education
  3 29 program to all appropriate populations.
  3 30    11.  A career opportunities and resources for
  3 31 education repayment fund is created for deposit of
  3 32 payments made by grant recipients who do not fulfill
  3 33 the conditions of the commission's specified residency
  3 34 and employment requirements, and for any other moneys
  3 35 appropriated to or received by the commission for
  3 36 deposit in the fund.  Notwithstanding section 8.33,
  3 37 moneys deposited in the fund shall not revert to the
  3 38 general fund of the state at the end of any fiscal
  3 39 year, except as provided in this paragraph, but shall
  3 40 remain in the repayment fund and be continuously
  3 41 available to make additional grants under the program.
  3 42 Notwithstanding section 12C.7, subsection 2, interest
  3 43 or earnings on moneys deposited in the fund shall be
  3 44 credited to the fund.  Upon the repeal of this
  3 45 section, moneys deposited in the fund and moneys due
  3 46 the fund subsequent to the date of repeal shall be
  3 47 deposited in the general fund of the state.
  3 48    12.  The commission shall adopt rules pursuant to
  3 49 chapter 17A to administer this section.
  3 50    13.  This section is repealed on July 1, 2005."
