  2 18    NEW SUBSECTION.  3A.  The Iowa board, in
  2 19 consultation with community empowerment area boards,
  2 20 shall develop and adopt criteria to be addressed in a
  2 21 school ready children grant application.  The criteria
  2 22 shall include but is not limited to the following
  2 23 quality indicators for the services and programs
  2 24 funded under a grant:
  2 25    a.  Services are delivered by qualified persons.
  2 26    b.  Services are delivered using research-based
  2 27 methods.
  2 28    c.  Programs include adequate parental involvement.
  2 29    d.  Programs include effective local assessments."
  2 30    #21.  Page 27, by inserting after line 19 the
  2 31 following:
  2 32    "Sec.    .  Section 256E.2, subsection 2, Code
  2 33 Supplement 1999, is amended to read as follows:
  2 34    2.  The department shall adopt rules concerning the
  2 35 grant application and award process, including
  2 36 reasonable cost estimates for beginning teacher
  2 37 induction programs.  The department may disapprove a
  2 38 plan submitted by a board if the plan does not meet
  2 39 the minimum criteria set forth in section 256E.3,
  2 40 subsection 2, or the plan exceeds the reasonable costs
  2 41 as determined by the department.  If the cost
  2 42 estimates submitted by a board exceed reasonable cost
  2 43 estimates as determined by the department, the
  2 44 department shall work with the board to identify
  2 45 measures for reducing plan costs.  If the department
  2 46 determines that moneys appropriated by the general
  2 47 assembly are insufficient to meet the grant requests
  2 48 for all approved beginning teacher induction program
  2 49 plans, the department shall award grants based on the
  2 50 geographic location and district population of the
  3  1 school districts with approved plans.  Grants may be
  3  2 awarded in subsequent years based upon the most recent
  3  3 plan on file with the department.  It is the intent of
  3  4 the general assembly that the department approve plans
  3  5 that incorporate local innovation and take into
  3  6 consideration local needs."
  3  7    #22.  Page 29, by inserting after line 12 the
  3  8 following:
  3  9    "Sec.    .  Section 261.111, subsections 2 and 4,
  3 10 Code Supplement 1999, are amended to read as follows:
  3 11    2.  The director of the department of education, in
  3 12 consultation with the director of human services,
  3 13 shall annually designate the areas in which teacher
  3 14 shortages are anticipated.  The director shall
  3 15 periodically conduct a survey of school districts,
  3 16 accredited nonpublic schools, and approved
  3 17 practitioner preparation programs to determine current
  3 18 shortage areas and predict future shortage areas.  The
  3 19 director of human services shall periodically conduct
  3 20 a survey of high-quality child care providers, as
  3 21 determined under section 237A.30, subsection 1, to
  3 22 determine current and to predict future preschool
  3 23 teacher shortage areas.
  3 24    4.  Forgivable loans to eligible students shall not
  3 25 become due until after the student graduates or leaves
  3 26 school.  The individual's total loan amount, including
  3 27 principal and interest, shall be reduced by twenty
  3 28 percent for each year in which the individual remains
  3 29 an Iowa resident and is employed in Iowa by a school
  3 30 district, or an accredited nonpublic school, or a
  3 31 high-quality child care provider that is a holder of
  3 32 the gold seal quality designation as provided in
  3 33 section 237A.30, as a practitioner in the teacher
  3 34 shortage area for which the loan was approved.  If the
  3 35 commission determines that the person does not meet
  3 36 the criteria for forgiveness of the principal and
  3 37 interest payments, the commission shall establish a
  3 38 plan for repayment of the principal and interest over
  3 39 a ten-year period.  If a person required to make the
  3 40 repayment does not make the required payments, the
  3 41 commission shall provide for payment collection."
