  3 28 the fiscal year.  The department shall adopt rules to
  3 29 implement any reimbursement changes for services paid
  3 30 for in whole or in part under this section."

  3 34 providers of PMIC services to develop and implement a
  3 35 plan that shall substantially reduce or eliminate
  3 36 collection of client participation by PMICs.  The plan
