  1  1    Amend Senate File 2453 as follows:
  1  2    #1.  Page 9, by inserting after line 17 the
  1  3 following:
  1  4    "Sec. 100.  There is appropriated from the rebuild
  1  5 Iowa infrastructure fund to the office of the
  1  6 treasurer of state for the designated fiscal years,
  1  7 the following amounts, or so much thereof as is
  1  8 necessary, to be used for the purpose designated:
  1  9    For deposit in the community attraction and tourism
  1 10 fund:  
  1 11 FY 2001-2002...................................... $ 12,500,000
  1 12 FY 2002-2003...................................... $ 12,500,000
  1 13 FY 2003-2004...................................... $ 12,500,000
  1 14    None of the moneys appropriated in this section
  1 15 shall be used for the development of marketing efforts
  1 16 or promotion of Iowa tourism attractions and events."
  1 17    #2.  Page 17, by inserting after line 12 the
  1 18 following:
  1 19    "Sec. 101.  Section 8.57, subsection 5, paragraph
  1 20 e, Code 1999, is amended to read as follows:
  1 21    e.  Notwithstanding provisions to the contrary in
  1 22 sections 99D.17 and 99F.11, for the fiscal years
  1 23 beginning July 1, 1995, and year beginning July 1,
  1 24 1996 2000, and for each fiscal year thereafter, not
  1 25 more than a total of sixty million dollars; and for
  1 26 each fiscal year thereafter; shall be deposited in the
  1 27 general fund of the state in any fiscal year pursuant
  1 28 to sections 99D.17 and 99F.11.  The next fifteen
  1 29 million dollars of the moneys directed to be deposited
  1 30 in the general fund of the state in a fiscal year
  1 31 pursuant to sections 99D.17 and 99F.11 shall be
  1 32 deposited in the vision Iowa fund created in section
  1 33 12.72 for the fiscal year beginning July 1, 2000, and
  1 34 for each fiscal year through the fiscal year beginning
  1 35 July 1, 2019.  The next five million dollars of the
  1 36 moneys directed to be deposited in the general fund of
  1 37 the state in a fiscal year pursuant to sections 99D.17
  1 38 and 99F.11 shall be deposited in the school
  1 39 infrastructure fund created in section 12.82 for the
  1 40 fiscal year beginning July 1, 2000, and for each
  1 41 fiscal year thereafter until the principal and
  1 42 interest on all bonds issued by the treasurer of state
  1 43 pursuant to section 12.81 are paid, as determined by
  1 44 the treasurer of state.  The total moneys in excess of
  1 45 the moneys deposited in the general fund of the state,
  1 46 the vision Iowa fund, and the school infrastructure
  1 47 fund in a fiscal year shall be deposited in the
  1 48 rebuild Iowa infrastructure fund and shall be used as
  1 49 provided in this section, notwithstanding section
  1 50 8.60.
  2  1    Sec. 102.  NEW SECTION.  12.72A  VISION IOWA FUND
  2  2 MONEYS – ADMINISTRATIVE COSTS.
  2  3    During the term of the vision Iowa program
  2  4 established in section 15F.302, one hundred thousand
  2  5 dollars of the moneys deposited each fiscal year in
  2  6 the vision Iowa fund and appropriated for the vision
  2  7 Iowa program shall be allocated each fiscal year to
  2  8 the department of economic development for
  2  9 administrative costs incurred by the department for
  2 10 purposes of administering the vision Iowa program.
  2 11    Sec. 103.  NEW SECTION.  12.82A  SCHOOL
  2 12 INFRASTRUCTURE FUND MONEYS – STATE FIRE MARSHAL.
  2 13    During the term of the school infrastructure
  2 14 program established in section 292.2, up to fifty
  2 15 thousand dollars of the moneys deposited each fiscal
  2 16 year in the school infrastructure fund shall be
  2 17 allocated each fiscal year to the department of public
  2 18 safety for the use of the state fire marshal.  The
  2 19 funds shall be used by the state fire marshal solely
  2 20 for the purpose of retaining an architect or
  2 21 architectural firm to evaluate structures for which
  2 22 school infrastructure program grant applications are
  2 23 made, to consult with school district representatives,
  2 24 to review construction drawings and blueprints, and to
  2 25 perform related duties at the direction of the state
  2 26 fire marshal to ensure the best possible use of moneys
  2 27 received by a school district under the school
  2 28 infrastructure program.  The state fire marshal shall
  2 29 provide for the review of plans, drawings, and
  2 30 blueprints in a timely manner."
  2 31    #3.  Page 19, by inserting before line 9 the
  2 32 following:
  2 33    "Sec. 104.  VISION IOWA PROGRAM – FTE
  2 34 AUTHORIZATION.  The department of economic development
  2 35 is authorized one additional FTE above those otherwise
  2 36 authorized in 2000 Iowa Acts, Senate File 2428, for
  2 37 purposes of administrative duties associated with the
  2 38 vision Iowa program created in section 15F.302.
  2 39    Sec.    .  CONTINGENT EFFECTIVENESS.  Sections 100,
  2 40 101, 102, 103, and 104 of this Act take effect only if
  2 41 2000 Iowa Acts, Senate File 2447, is enacted by the
  2 42 General Assembly."
  2 43    #4.  Title page, line 12, by inserting before the
  2 44 word "and" the following:  "providing for contingent
  2 45 effectiveness,".
  2 46    #5.  By numbering, renumbering, and correcting
  2 47 internal references as necessary.
