  1  1    Amend Senate File 2453 as follows:
  1  2    #1.  Page 17, by inserting before line 13 the
  1  3 following:
  1  4    "Sec.    .  Section 8.57, subsection 5, paragraph
  1  5 c, Code 1999, is amended to read as follows:
  1  6    c.  Moneys in the fund in a fiscal year shall be
  1  7 used as directed by the general assembly for public
  1  8 vertical infrastructure projects.  For the purposes of
  1  9 this subsection, "vertical infrastructure" includes
  1 10 only land acquisition and construction, major
  1 11 renovation and major repair of buildings, all
  1 12 appurtenant structures, utilities, site development,
  1 13 and recreational trails.  "Vertical infrastructure"
  1 14 does not include routine, recurring maintenance or
  1 15 operational expenses or leasing of a building,
  1 16 appurtenant structure, or utility without a lease-
  1 17 purchase agreement.  However, appropriations may be
  1 18 made for the fiscal years beginning July 1, 1997, and
  1 19 July 1, 1998, for the purpose of funding the
  1 20 completion of Part III of the Iowa communications
  1 21 network."
  1 22    #2.  By renumbering and correcting internal
  1 23 references as necessary.
