Each soil and water conservation district, 1 45 alone and whenever practical in conjunction with other 1 46 districts, shall carry out district-wide and multiple- 1 47 district projects to support water protection 1 48 practices in the district or districts, including 1 49 projects to protect this state's groundwater and 1 50 surface water from point and nonpoint sources of 2 1 contamination, including but not limited to 2 2 contamination by agricultural drainage wells, 2 3 sinkholes, sedimentation, or chemical pollutants. 2 4 b. Any work project with an estimated cost of 2 5 twenty-five thousand dollars or more shall be 2 6 undertaken as a public contract as provided in 2 7 chapters 73A and 573. The local contracting 2 8 organization shall designate a contracting officer and 2 9 shall establish procedures to manage the contract, 2 10 approve bills for payment, and review proposed change 2 11 orders or amendments to the contract." 2 12 #10.
