1 3 #1. By striking page 1, line 21 through page 2,
1 4 line 2 and inserting the following:
1 5 "Sec. . Section 618.11, Code 1999, is amended
1 6 by striking the section and inserting in lieu thereof
1 7 the following:
1 8 618.11 FEES FOR PUBLICATION.
1 9 The compensation, when not otherwise fixed, for the
1 10 publication in a newspaper of any notice, order,
1 11 citation, or other publication required or allowed by
1 12 law shall be at a rate of thirty-four cents for one
1 13 insertion and twenty-three cents for each subsequent
1 14 insertion for each line of eight-point type two inches
1 15 in length, or its equivalent. Beginning June 1, 2001,
1 16 and each June 1 thereafter, the state printing
1 17 administrator shall calculate a new rate for the
1 18 following fiscal year as prescribed in this section,
1 19 and shall publish this rate as a notice in the Iowa
1 20 administrative bulletin prior to the first day of the
1 21 following calendar month. The new rate shall be
1 22 effective on the first day of the calendar month
1 23 following its publication. The rate shall be
1 24 calculated by applying the percentage change in the
1 25 consumer price index for all urban consumers for the
1 26 last available twelve-month period published in the
1 27 federal register by the federal department of labor,
1 28 bureau of labor statistics, to the existing rate as an
1 29 increase or decrease in the rate rounded to the
1 30 nearest one-tenth of a cent. The calculation and
1 31 publication of the rate by the state printing
1 32 administrator shall be exempt from the provisions of
1 33 chapters 17A and 25B."
