Section 257.3, subsection 2, 1 6 unnumbered paragraph 2, Code 1999, is amended to read 1 7 as follows: 1 8 For purposes of this section, a reorganized school 1 9 district is one which absorbed at least thirty percent 1 10 of the enrollment of the school district affected by a 1 11 reorganization or dissolved during a dissolution and 1 12 in which action to bring about a reorganization or 1 13 dissolution was initiated by a vote of the board of 1 14 directors or jointly by the affected boards of 1 15 directorsprior toafter November 30,19902000, and 1 16 the reorganization or dissolution takes effect on or 1 17 after July 1,19912001, and on or before July 1,19931 18 2003. Each district which initiated, by a vote of the 1 19 board of directors or jointly by the affected boards, 1 20 action to bring about a reorganization or dissolution 1 21byafter November 30,19902000, shall certify the 1 22 date and the nature of the action taken to the 1 23 department of education by September 1,19912001. 1 24 Sec. 2. Section 257.3, subsection 2, unnumbered 1 25 paragraphs 3 and 4, Code 1999, are amended by striking 1 26 the unnumbered paragraphs. 1 27 Sec. 3. Section 257.4, subsection 2, unnumbered 1 28 paragraph 2, Code 1999, is amended to read as follows: 1 29 For purposes of this section, a reorganized school 1 30 district is one in which action to bring about a 1 31 reorganization was initiated by a vote of the board of 1 32 directors or jointly by the affected boards of 1 33 directorsprior toafter November 30,19902000, and 1 34 the reorganization will take effect on or after July 1 35 1,19912001, and on or before July 1,19932003. 1 36 Each district which initiated, by a vote of the board 1 37 of directors or jointly by the affected boards, action 1 38 to bring about a reorganization or dissolutionby1 39 after November 30, 1990, shall certify the date and 1 40 the nature of the action taken to the department of 1 41 education by September 1,19912001. 1 42 Sec. 4. Section 257.11, subsection 3, Code 1999, 1 43 is amended to read as follows: 1 44 3. WHOLE GRADE SHARING. For the budget years 1 45 beginning July 1,19912000, and July 1,19922001, in 1 46 districts that have executed whole grade sharing 1 47 agreements under sections 282.10 through 282.12, the 1 48 school budget review committee shall assignaan 1 49 additional weighting equal toone plus an additional1 50portion of one times the percentforty-eight 2 1 hundredths of the percentage of the pupil's school day 2 2 in which a pupil attends classes in another district 2 3 or a community college, attends classes taught by a 2 4 teacher who is employed jointly under section 280.15, 2 5 or attends classes taught by a teacher who is employed 2 6 by another district. The assignment of additional 2 7 weighting to a school district shall continue for a 2 8 period of five years. If the school district 2 9 reorganizes during that five-year period, the 2 10 assignment of the additional weighting shall be 2 11 transferred to the reorganized district until the 2 12 expiration of the five-year period.If a school2 13district was receiving additional weighting for whole2 14grade sharing under section 442.39, subsection 2, Code2 151989, the district shall continue to be assigned2 16additional weighting for whole grade sharing by the2 17school budget review committee under this subsection2 18so that the district is assigned the additional2 19weighting for whole grade sharing for a total period2 20of five years.2 21 Sec. 5. Section 257.11, subsection 5, Code 1999, 2 22 is amended to read as follows: 2 23 5. SHARED SUPERINTENDENTS. For the budget years 2 24 beginning July 1,19912000, and July 1,19922001, 2 25 pupils enrolled in a school district in which the 2 26 superintendent is employed jointly under section 2 27 280.15 or under section 273.7A, are assignedaan 2 28 additional weighting ofone plus an additional portion2 29of one for the superintendent who is jointly employed2 30 two hundredths times the percent of the 2 31 superintendent's time in which the superintendent is 2 32 employed in the school district. However, the total 2 33 additional weighting assigned under this subsection 2 34 for a budget year for a school district shall not 2 35 exceedseven and one-half and the total additional2 36weighting added cumulatively to the enrollment of2 37school districts sharing a superintendent shall not2 38exceed twelve and one-halffive. The assignment of 2 39 additional weighting to a school district shall 2 40 continue for a period of five years. If the school 2 41 district reorganizes during that five-year period, the 2 42 assignment of the additional weighting shall be 2 43 transferred to the reorganized district until the 2 44 expiration of the five-year period. 2 45If a district was receiving additional weighting2 46for superintendent sharing or administrator sharing2 47under section 442.39, subsection 4, Code 1989, the2 48district shall continue to be assigned additional2 49weighting for superintendent sharing or administrator2 50sharing by the school budget review committee under3 1this subsection so that the district is assigned the3 2additional weighting for sharing for a total period of3 3five years.3 4 For purposes of this section, "superintendent" 3 5 includes a person jointly employed under section 3 6 273.7A or section 280.15 to serve in the capacity of a 3 7 school superintendent and who holds a superintendent's 3 8 endorsement issued under chapter 272 by the board of 3 9 educational examiners. 3 10 Sec. 6. Section 257.12, unnumbered paragraph 1, 3 11 Code 1999, is amended to read as follows: 3 12 In determining weighted enrollment under section 3 13 257.6, if the board of directors of a school district 3 14 has approved a contract for whole grade sharing under 3 15section 442.39, subsection 2 or 4, Code 1991, or3 16 section 257.11 and the school district has initiated 3 17 an actionprior toafter November 30,19902000, to 3 18 bring about a reorganization, the reorganized school 3 19 district shall include, for a period ofsixfive years 3 20 following the effective date of the reorganization, 3 21 additional pupils added by the application of the 3 22 supplementary weighting plan, equal to the pupils 3 23 added by the application of the supplementary 3 24 weighting plan in the year preceding the 3 25 reorganization. For the purposes of this paragraph, 3 26 the weighted enrollment for the period ofsixfive 3 27 years following the effective date of reorganization 3 28 shall include the supplementary weighting in the base 3 29 year used for determining the combined district cost 3 30 for the first year of the reorganization. However, 3 31 the weighting shall be reduced by the supplementary 3 32 weighting added for a pupil whose residency is not 3 33 within the reorganized district. For purposes of this 3 34 paragraph, a reorganized district is one in which the 3 35 reorganization was approved in an election pursuant to 3 36 sections 275.18 and 275.20 and takes effect on or 3 37 after July 1,19912001, and on or before July 1,19933 38 2003. Each district which initiated, by a vote of the 3 39 board of directors or jointly by the affected boards, 3 40 action to bring about a reorganization or dissolution 3 41 by November 30,19902000, shall certify the date and 3 42 the nature of the action taken to the department of 3 43 education by September 1,19912001." 3 44 #2.
