1 2 #1. Page 16, by inserting after line 6 the
1 3 following:
1 4 "Sec. 100. HORSE ASSOCIATIONS – FUNDING.
1 5 1. Notwithstanding 1999 Iowa Acts, chapter 201,
1 6 section 15, the moneys appropriated in that section
1 7 that are unencumbered or unobligated on the effective
1 8 date of this section are appropriated to the
1 9 department of agriculture and land stewardship.
1 10 Amounts appropriated pursuant to this subsection shall
1 11 be allocated to the Iowa quarter horse racing
1 12 association, the Iowa thoroughbred breeders and owners
1 13 association, and the Iowa harness horse association in
1 14 an amount based upon each association's percentage of
1 15 total foals delivered during 1999.
1 16 2. For the fiscal year beginning July 1, 2000, and
1 17 ending June 30, 2001, an amount of the tax revenue
1 18 received by the state racing and gaming commission
1 19 pursuant to section 99D.15, subsections 1, 3, and 4,
1 20 equal to three-tenths of one percent of the gross sum
1 21 wagered by the pari-mutuel method is appropriated to
1 22 the department of agriculture and land stewardship.
1 23 Amounts appropriated pursuant to this subsection shall
1 24 be allocated to the Iowa quarter horse racing
1 25 association, the Iowa thoroughbred breeders and owners
1 26 association, and the Iowa harness horse association in
1 27 an amount based upon each association's percentage of
1 28 total foals delivered during 2000. Moneys
1 29 appropriated in this section that remain unencumbered
1 30 or unobligated at the close of the fiscal year shall
1 31 not revert but shall remain available for expenditure
1 32 for the purpose designated in the succeeding fiscal
1 33 year."
1 34 #2. Page 19, by inserting after line 6 the
1 35 following:
1 36 " . Section 100, subsection 1, relating to a
1 37 transfer to the department of agriculture and land
1 38 stewardship, of unencumbered or unobligated moneys
1 39 appropriated in 1999 Iowa Acts, chapter 201, section
1 40 15, for allocation to the Iowa quarter horse racing
1 41 association, the Iowa thoroughbred breeders and owners
1 42 association, and the Iowa harness horse association."
