1 1 Amend House File 2436, as passed by the House, as
1 2 follows:
1 3 #1. Page 1, by striking lines 2 through 4 and
1 4 inserting the following: "repealed effective July 1,
1 5 2000.
1 6 Sec. 2. Section 257.1, Code Supplement 1999, is
1 7 amended by adding the following new subsection:
1 8 NEW SUBSECTION. 4. LEGISLATIVE REVIEW. The
1 9 provisions of this chapter shall be subject to
1 10 legislative review every five years. The review shall
1 11 be based upon a school finance formula status report
1 12 to be prepared by the department of education, in
1 13 association with the departments of management and
1 14 revenue and finance. The report shall include
1 15 recommendations for school finance formula changes or
1 16 revisions based upon the results of a survey of all
1 17 school districts in the state soliciting input
1 18 regarding perceived problem areas; demographic
1 19 changes, enrollment trends, and property tax valuation
1 20 fluctuations observed by the departments during the
1 21 preceding five-year interval; an analysis of the
1 22 operation of the school finance formula during the
1 23 preceding five-year interval conducted by the
1 24 departments; recommendations of legislative interim
1 25 committees impacting the school finance formula
1 26 conducted during the preceding five-year period; and a
1 27 summary of issues that have arisen since the previous
1 28 review and potential approaches for their resolution.
1 29 The first such report shall be submitted to the
1 30 general assembly by January 1, 2005, with subsequent
1 31 reports developed and submitted by January 1 of every
1 32 fifth year thereafter."

1 34 "delaying the repeal of the school finance formula"
1 35 and inserting the following: "eliminating the future
1 36 repeal of the school finance formula and providing for
1 37 periodic legislative review".
