  1  1    Amend Senate File 2341 as follows:
  1  2    #1.  By striking page 4, line 27 through page 5,
  1  3 line 19.
  1  4    #2.  By striking page 5, line 32 through page 6,
  1  5 line 9 and inserting the following:  "school ready
  1  6 children grant as of June 30, 2000.  For designated
  1  7 community empowerment areas that have never been
  1  8 awarded a school ready children grant as of June 30,
  1  9 2000, the allocation amount for the fiscal year
  1 10 beginning July 1, 2000, shall be adjusted so that the
  1 11 total of the allocations for those areas is equivalent
  1 12 to the amount available for distribution to those
  1 13 areas after distribution of grant moneys to areas
  1 14 previously approved for a school ready children grant.
  1 15 The adjustment amount for those areas shall be in
  1 16 proportion to the amount an individual allocation
  1 17 bears to the total of the allocations for those areas.
  1 18 The grant period for those areas for that fiscal year
  1 19 shall be adjusted relative to the amount available for
  1 20 distribution to those areas in proportion to the
  1 21 amount an individual allocation bears to the total of
  1 22 the allocations for those areas."
  1 23    #3.  Page 6, by inserting after line 15 the
  1 24 following:
  1 25    "Sec.    .  INITIAL FIVE-YEAR PLAN.  The initial
  1 26 five-year plan required under section 28.4, subsection
  1 27 12, paragraph "a", for consolidating, blending, and
  1 28 redistributing state-administered funding streams for
  1 29 children from birth through age five made available to
  1 30 community empowerment area boards shall be completed
  1 31 on or before December 15, 2000.  Along with the
  1 32 initial plan, the Iowa empowerment board shall develop
  1 33 recommendations providing implementation options for
  1 34 the plan.  The options shall include but are not
  1 35 limited to a negotiation process for the state,
  1 36 community boards, and local entities receiving the
  1 37 funding streams for the children to identify how the
  1 38 funding streams will be utilized within a community
  1 39 empowerment area.  The initial plan and the
  1 40 recommendations shall be submitted to the governor and
  1 41 general assembly on or before the completion date
  1 42 identified in this section."
