  1  1    Amend the House amendment, S-3450, to Senate File
  1  2 449, as amended, passed, and reprinted by the Senate,
  1  3 as follows:
  1  4    #1.  Page 1, by inserting after line 4 the
  1  5 following:
  1  6    "Sec.    .  NEW SECTION.  1.18  OFFICIAL LANGUAGE
  1  7 OF STATE.
  1  8    The official language of the state shall be the
  1  9 English language and all official proceedings,
  1 10 records, and publications shall be in the English
  1 11 language.  This English language requirement shall not
  1 12 apply to communications intended for persons who are
  1 13 deaf or blind.  The requirements of this section
  1 14 establishing English as the official language of the
  1 15 state shall not apply to any of the following:
  1 16    1.  To public employees in the oral or verbal, as
  1 17 opposed to written, performance of government business
  1 18 if necessary for effective communications.
  1 19    2.  To instruction in foreign language classes.
  1 20    3.  To instruction designed to aid students with
  1 21 limited English proficiency.
  1 22    4.  When deemed to interfere with the needs of the
  1 23 judicial system.
  1 24    5.  When public health, safety, and emergency
  1 25 services require the use of other languages.
  1 26    6.  To the promotion of international commerce and
  1 27 tourism.
  1 28    7.  To any oral or written communications,
  1 29 examinations, or publications produced or utilized by
  1 30 a driver's license station, provided public safety is
  1 31 not jeopardized.
  1 32    8.  To personal communications relating to a
  1 33 particular student and sent home from a school with
  1 34 that student.  Such communications may be in a
  1 35 language other than English if a non-English language
  1 36 is necessary for effective communications.
  1 37    9.  To any publication of any division of the
  1 38 department of human rights.  Written material produced
  1 39 by the divisions of the department of human rights
  1 40 relating to any matter within the scope of their
  1 41 authority may be published in any language necessary
  1 42 to effectively communicate with the intended
  1 43 recipients of the material."
  1 44    #2.  Page 3, by striking lines 3 through 5.
  1 45    #3.  By renumbering as necessary.
