1 3 #1. Page 24, by inserting after line 13 the
1 4 following:
1 5 "Sec. . NEW SECTION. 161C.7 WATERSHED
1 6 PROTECTION.
1 7 1. The department of agriculture and land
1 8 stewardship shall initiate and coordinate the
1 9 establishment of a watershed protection task force and
1 10 provide staffing assistance to the task force. It is
1 11 the intent of the general assembly that the task force
1 12 include representatives of the department of
1 13 agriculture and land stewardship, the department of
1 14 natural resources, the emergency management division
1 15 of the department of public defense, county
1 16 conservation boards, soil and water conservation
1 17 districts, and any other appropriate stakeholders.
1 18 The task force shall study the condition of watershed
1 19 protection in the state and provide recommendations to
1 20 the department of agriculture and land stewardship
1 21 regarding soil conservation, water quality protection,
1 22 flood control, and other natural resource conservation
1 23 issues. The task force shall submit recommendations
1 24 to the department by January 1 of each year through
1 25 January 1, 2001.
1 26 2. The department of agriculture and land
1 27 stewardship shall implement and administer a watershed
1 28 protection program. A soil and water conservation
1 29 district, in cooperation with state agencies, local
1 30 units of government, and private organizations, may
1 31 submit an application for assistance to the department
1 32 which provides a strategy for protecting soil, water
1 33 quality, and other natural resources, and improving
1 34 flood control in the watershed. Upon approval of an
1 35 application, the department may provide a grant to the
1 36 soil and water conservation district for purposes of
1 37 carrying out the strategy provided in the application.
1 38 3. A watershed protection account is created
1 39 within the water protection fund created in section
1 40 161C.4. Moneys credited to the account shall be
1 41 distributed under the watershed protection program.
1 42 4. Administrative rules used for water quality
1 43 protection projects under the water protection fund
1 44 shall be used to administer the watershed protection
1 45 program."
