  1  1    Amend Senate File 459 as follows:
  1  2    #1.  Page 1, by striking lines 10 through 14 and
  1  3 inserting the following:  "regular program state cost
  1  4 per pupil.  For the budget year commencing July 1,
  1  5 1991, and for each succeeding budget year the special
  1  6 education support services foundation base is seventy-
  1  7 nine percent of the special education support services
  1  8 state cost per pupil.  For the budget year beginning
  1  9 July 1, 1999, the regular program foundation base per
  1 10 pupil for the portion of weighted enrollment that is
  1 11 additional enrollment because of special education is
  1 12 eighty-three and five-tenths percent, and the special
  1 13 education support services foundation base is eighty-
  1 14 three and five-tenths percent of the special education
  1 15 support services state cost per pupil.  For the budget
  1 16 year beginning July 1, 2000, the regular program
  1 17 foundation base per pupil for the portion of weighted
  1 18 enrollment that is additional enrollment because of
  1 19 special education is eighty-eight percent, and the
  1 20 special education support services foundation base is
  1 21 eighty-eight percent of the special education support
  1 22 services state cost per pupil.  The combined".
  1 23    #2.  Page 11, by inserting after line 15 the
  1 24 following:
  1 25    "Sec. 100.  There is appropriated for the fiscal
  1 26 year beginning July 1, 1999, from the general fund of
  1 27 the state to the department of education, an amount
  1 28 equivalent to the difference between the amount which
  1 29 would have been received had the portion of weighted
  1 30 enrollment that is additional enrollment because of
  1 31 special education, and special education support
  1 32 services, been funded at a level of eighty-eight
  1 33 percent, and the foundation aid received pursuant to
  1 34 section 257.1 attributable to the foundation base
  1 35 levels of eighty-three and five-tenths percent
  1 36 attributable to the portion of weighted enrollment
  1 37 that is additional enrollment because of special
  1 38 education and attributable to special education
  1 39 support services.  The amount appropriated shall be
  1 40 used by the department to provide low-interest loans
  1 41 to school districts for kindergarten through grade
  1 42 twelve school infrastructure improvements.  The
  1 43 department shall adopt rules regarding awarding of the
  1 44 loans."
