  1  3    #1.  Page 18, line 27, by inserting after the word
  1  4 "services." the following:  "The department shall
  1  5 expend no less than three percent of its gambling
  1  6 treatment program advertising budget, for the fiscal
  1  7 year beginning July 1, 1999, and ending June 30, 2000,
  1  8 for advertisements specifically targeted at ethnic and
  1  9 minority groups."
