1 2 #1. Page 24, by inserting after line 23 the
1 3 following:
1 4 "Sec. 301. Section 257.11, Code 1999, is amended
1 5 by striking the section and inserting in lieu thereof
1 6 the following:
1 7 257.11 SUPPLEMENTARY WEIGHTING.
1 8 1. REGULAR CURRICULUM. Pupils in a regular
1 9 curriculum attending all their classes in the district
1 10 in which they reside, taught by teachers employed by
1 11 that district, and having administrators employed by
1 12 that district, are assigned a weighting of one.
1 13 2. DISTRICT TO DISTRICT SHARING.
1 14 a. In order to provide additional funds for school
1 15 districts which send their resident pupils to another
1 16 school district, which jointly employ and share the
1 17 services of teachers under section 280.15, or which
1 18 use the services of a teacher employed by another
1 19 school district, a supplementary weighting plan for
1 20 determining enrollment is adopted.
1 21 b. If the school budget review committee certifies
1 22 to the department of management that the shared
1 23 classes or teachers would otherwise not be implemented
1 24 without the assignment of additional weighting, pupils
1 25 attending classes in another school district,
1 26 attending classes taught by a teacher who is employed
1 27 jointly under section 280.15, or attending classes
1 28 taught by a teacher who is employed by another school
1 29 district, are assigned a weighting, in addition to the
1 30 weighting assigned in subsection 1, of forty-eight
1 31 hundredths of the percentage of the pupil's school day
1 32 during which the pupil attends classes in another
1 33 district, attends classes taught by a teacher who is
1 34 jointly employed under section 280.15, or attends
1 35 classes taught by a teacher who is employed by another
1 36 school district.
1 37 3. DISTRICT TO COMMUNITY COLLEGE SHARING.
1 38 a. In order to provide additional funds for school
1 39 districts which send their resident pupils to a
1 40 community college for classes, a supplementary
1 41 weighting plan for determining enrollment is adopted.
1 42 b. If the school budget review committee certifies
1 43 to the department of management that the class would
1 44 not otherwise be implemented without the assignment of
1 45 additional weighting, pupils attending a community
1 46 college-offered class or attending a class taught by a
1 47 community college-employed teacher are assigned a
1 48 weighting, in addition to the weighting assigned in
1 49 subsection 1, of forty-eight hundredths of the
1 50 percentage of the pupil's school day during which the
2 1 pupil attends class in the community college or
2 2 attends a class taught by a community college-employed
2 3 teacher. The following requirements shall be met for
2 4 the purposes of assigning an additional weighting for
2 5 classes offered through a sharing agreement between a
2 6 school district and community college. The class must
2 7 be:
2 8 (1) Supplementing high school classes and not
2 9 supplanting a class that was offered in the preceding
2 10 year or the second preceding year.
2 11 (2) Included in the community college catalog or
2 12 other official college literature describing class
2 13 offerings.
2 14 (3) Open to all registered community college
2 15 students, not just high school students.
2 16 (4) For college credit and the credit must apply
2 17 toward an associate of arts or associate of science
2 18 degree, or toward an associate of applied arts or
2 19 associate of applied science degree, or toward
2 20 completion of a diploma program.
2 21 (5) Taught by a teacher meeting requirements for
2 22 providing instruction at the community college level.
2 23 (6) Taught utilizing the class syllabus approved
2 24 by the community college.
2 25 (7) Of the same quality as a class offered on a
2 26 community college campus.
2 27 4. ALTERNATIVE HIGH SCHOOL PROGRAM. Pupils
2 28 attending a shared alternative high school program in
2 29 another school district, or attending an alternative
2 30 high school program offered by a community college,
2 31 are assigned a weighting, in addition to the weighting
2 32 assigned in subsection 1, of forty-eight hundredths of
2 33 the percentage of the pupil's school day during which
2 34 the pupil is attending the alternative high school
2 35 program.
2 36 5. SHARED CLASSES DELIVERED OVER THE IOWA
2 37 COMMUNICATIONS NETWORK. A pupil attending a class in
2 38 which students from one or more other school districts
2 39 are enrolled and which is taught via the Iowa
2 40 communications network is not deemed to be attending a
2 41 class in another school district or in a community
2 42 college for the purposes of this section and the
2 43 school district is not eligible for supplementary
2 44 weighting for that class under this section.
2 45 6. PUPILS INELIGIBLE. A pupil eligible for the
2 46 weighting plan provided in section 256B.9 is not
2 47 eligible for supplementary weighting pursuant to this
2 48 section."
2 49 #2. Page 31, by inserting after line 4 the
2 50 following:
3 1 "Sec. 302. Section 257.12, Code 1999, is
3 2 repealed."
3 3 #3. Page 31, by inserting after line 18 the
3 4 following:
3 5 " . Sections 301 and 302 of this Act, relating
3 6 to supplementary weighting, being deemed of immediate
3 7 importance, take effect upon enactment."
