Page 24, by inserting after line 23 the 1 9 following: 1 10 "Sec. . Section 256C.2, unnumbered paragraphs 1 1 11 and 2, Code 1999, are amended to read as follows: 1 12 The child development coordinating council shall 1 13 develop afour-yeargrant program and the criteria and 1 14 process to be used in selecting school district grant 1 15 recipients. Criteria for the selection shall include 1 16 the service requirements contained in section 256C.3 1 17 and a method for prioritizing grant applications based 1 18 on illustrated efforts to meet the critical social 1 19 welfare needs of the children and families in the 1 20 surrounding community. Criteria for the selection 1 21 shall also include a requirement that the program 1 22 administrator, whose primary responsibility is to 1 23 administer the family resource center, have at least 1 24 two years of experience in early childhood education 1 25 or development, demonstrated skills in community 1 26 development, and a master's degree in a related field 1 27 such as community service, health, human services, 1 28 child development, parent support, or home economics, 1 29 or at least five years of experience as an 1 30 administrator of a licensed early childhood education 1 31 or development program. Critical social welfare needs 1 32 that may entitle a grant application to priority, if 1 33 the application includes methods of amelioration of an 1 34 identified community problem, shall include, but are 1 35 not limited to, a significant infant mortality rate in 1 36 the community, a significant rate of incidence of 1 37 teenage pregnancy in the community, a significant 1 38 number of single-parent families in the community that 1 39 are living below the federal poverty guidelines, a 1 40 lack of available affordable child care within the 1 41 community, a significant number of children qualifying 1 42 for free or reduced price lunches within the district, 1 43 and a significant illiteracy rate within the 1 44 community. The department shall assist the council in 1 45 creating a grant application process and shall provide 1 46 technical assistance to districts chosen to establish 1 47 a family resource center. 1 48 A district applying for a grant under this section 1 49 shall agree, for each dollar of grant funds, to 1 50 provide twenty cents in matching cash or in-kind 2 1 resources.Grants may be awarded for four years,2 2beginning July 1, 1994, and ending June 30, 1998.Up 2 3 to ten percent of the moneys appropriated for the 2 4 grant program may be used by the council for staffing, 2 5 technical assistance, and external evaluation 2 6 development. Notwithstanding section 8.33, 2 7 unencumbered or unobligated funds remaining on June 30 2 8 of the fiscal year for which the funds were 2 9 appropriated shall not revert but shall be available 2 10 for expenditure for the following fiscal year for the 2 11 purposes of this section." 2 12 #3.
