1 3 #1. Page 2, by striking line 20 and inserting the
1 4 following: "including the following voting
1 5 membership:
1 6 a. Three members appointed by the board of
1 7 supervisors of each county participating in the
1 8 alliance with at least one of the appointees being a
1 9 member of the board of supervisors.
1 10 b. Seven additional voting members who shall be
1 11 persons with experience in the fields of environmental
1 12 affairs, conservation, finance, development, tourism,
1 13 or related fields. The seven members shall be
1 14 appointed by the members appointed pursuant to
1 15 paragraph "a" for a term of three years. However, of
1 16 the initial appointees, two directors shall be
1 17 appointed to a one-year term and two directors shall
1 18 be appointed to a two-year term. Thereafter, all
1 19 appointments shall be for a three-year term.
1 20 2. The administrator of the soil conservation
1 21 division of the department of agriculture and land
1 22 stewardship, a staff coordinator or director of the
1 23 councils of governments serving the counties
1 24 participating in the alliance, the director of the
1 25 department of economic development, the cooperative
1 26 extension administrator of the Iowa state university
1 27 extension service, the director of the department of
1 28 natural resources, the director of transportation, the
1 29 director of the department of cultural affairs, and a
1 30 staff coordinator of the golden hills resource
1 31 conservation and development agency or the Sioux river
1 32 resource conservation and development agency may
1 33 voluntarily serve as nonvoting members of the board of
1 34 directors. A director or administrator specifically
1 35 identified in this subsection may be represented by a
1 36 designee. The voting members of the board of
1 37 directors shall select the staff persons to represent
1 38 the councils of governments and the resource
1 39 conservation and development agencies.
1 40 3. Each voting member of the board of directors
1 41 who is appointed by the board of supervisors of a
1 42 participating county shall be appointed to a three-
1 43 year term and shall hold office until a successor is
1 44 appointed. However, of the initial appointees, each
1 45 participating board of supervisors shall appoint one
1 46 director to a one-year term and one director to a two-
1 47 year term. Thereafter, all appointments shall be for
1 48 three years. A vacancy shall be filled by the
1 49 appointing authority for the unexpired portion of the
1 50 term. A member shall serve without compensation, but
2 1 a member may be reimbursed for actual expenses
2 2 incurred while performing the duties of office by the
2 3 governmental agency or private organization which the
2 4 member represents."

2 7 #3. Page 2, by striking lines 22 through 24 and
2 8 inserting the following: "resident of a county
