1 1 Amend Senate File 445 as follows:
1 2 #1. Page 2, by striking lines 3 through 11 and
1 3 inserting the following:
1 4 "NEW SUBSECTION. 8. A licensee shall not loan to
1 5 any person money or any other thing of value or permit
1 6 a financial institution, vendor, or other person to
1 7 loan money on the licensed premises on the basis of a
1 8 credit card or similar instrument in person or through
1 9 an electronic or mechanical device for the purpose of
1 10 permitting that person to wager on any race. The use
1 11 of a check or debit card with overdraft protection or
1 12 a credit card cash advance through a satellite
1 13 terminal as defined in section 527.2 or a withdrawal
1 14 from an account through a satellite terminal as
1 15 defined in section 527.2 is not prohibited by this
1 16 subsection."
1 17 #2. Page 6, by striking lines 23 through 31 and
1 18 inserting the following:
1 19 "NEW SUBSECTION. 7. A licensee shall not loan to
