  1  1    Amend Senate File 439 as follows:
  1  2    #1.  Page 1, line 4, by striking the word
  1  3 "facilitation".
  1  4    #2.  Page 1, by striking lines 7 through 18 and
  1  5 inserting the following:
  1  6    "1.  The purpose of creating the community
  1  7 empowerment initiative is to empower individuals and
  1  8 their communities to achieve desired results for
  1  9 improving the quality of life in the communities in
  1 10 this state.  It is expected that the empowerment of
  1 11 individuals will strengthen the individuals' sense of
  1 12 responsibility for their neighbors and promote
  1 13 partnerships in order for all to succeed.  It is
  1 14 believed that the desired results identified by
  1 15 individuals and their communities, with the support of
  1 16 the state, will be achieved as individuals,
  1 17 governments, and agencies work collaboratively within
  1 18 communities.  It is believed that local individuals in
  1 19 local communities working together will identify and
  1 20 implement the best means for attaining the desired
  1 21 results for themselves and their neighbors.  The role
  1 22 of the Iowa empowerment board, the state, and local
  1 23 governments is to support and facilitate growth of
  1 24 individual and community responsibility in place of
  1 25 the directive role that the public has come to expect
  1 26 of government."
  1 27    #3.  Page 2, by striking lines 7 and 8 and
  1 28 inserting the following:
  1 29    "1.  An Iowa empowerment board is created to
  1 30 oversee facilitate state and".
  1 31    #4.  Page 3, line 34, by striking the word
  1 32 "communication" and inserting the following:
  1 33 "facilitation, communication,".
  1 34    #5.  Page 4, lines 1 and 2, by striking the words
  1 35 "an administrator" and inserting the following:  "a
  1 36 facilitator".
  1 37    #6.  Page 4, line 6, by striking the word
  1 38 "administrator" and inserting the following:
  1 39 "facilitator".
  1 40    #7.  Page 4, line 7, by striking the word
  1 41 "administrator" and inserting the following:
  1 42 "facilitator".
  1 43    #8.  Page 4, by striking line 11 and inserting the
  1 44 following:  "and coordination functions to move
  1 45 authority and decision-making responsibility from the
  1 46 state to communities and individuals."
  1 47    #9.  Page 4, line 20, by striking the word
  1 48 "involving" and inserting the following:  "for".
  1 49    #10.  Page 5, line 4, by inserting after the word
  1 50 "boards." the following:  "The focus for the early
  2  1 years of the initial ten-year plan shall be on the
  2  2 efforts of the Iowa board and affected state agencies
  2  3 to facilitate implementation of individual community
  2  4 empowerment area board requests for pooling,
  2  5 consolidating, blending, and redistributing state-
  2  6 administered funding streams for other age groups."
  2  7    #11.  Page 5, by striking lines 8 through 10 and
  2  8 inserting the following:
  2  9    "d.  The Iowa empowerment board shall regularly
  2 10 make information available identifying community
  2 11 empowerment funding and funding distributed through
  2 12 the funding streams listed under this paragraph "d" to
  2 13 communities.  It is the intent of the general assembly
  2 14 that the community empowerment area boards and the
  2 15 administrators of the programs located within the
  2 16 community empowerment areas that are supported by the
  2 17 listed funding streams shall fully cooperate with one
  2 18 another on or before the indicated fiscal years, in
  2 19 order to avoid duplication, enhance efforts, combine
  2 20 planning, and take other steps to best utilize the
  2 21 funding to meet the needs of the families in the
  2 22 areas.  The community empowerment area boards and the
  2 23 administrators shall annually report to the governor
  2 24 and the general assembly concerning such efforts.  The
  2 25 funding streams shall include all of the following:"
