1 2 1. Page 1, by striking lines 1 through 16 and
1 3 inserting the following:
1 4 "Section 1. NEW SECTION. 237C.1 CHILDREN'S
1 5 CENTERS.
1 6 1. For the purposes of this section, unless the
1 7 context requires otherwise, "children's center" means
1 8 a privately funded facility designed to serve seven or
1 9 more children at any one time who are not under the
1 10 custody or authority of the department of human
1 11 services, juvenile court, or another governmental
1 12 agency, and that offers one or more of the following
1 13 services:
1 14 a. Child day care.
1 15 b. Child day care for children with a chronic
1 16 illness.
1 17 c. Respite care.
1 18 d. Family support services.
1 19 e. Medical equipment.
1 20 f. Therapeutic day programming.
1 21 g. Educational enrichment.
1 22 h. Housing.
1 23 2. The department of human services shall consult
1 24 with the department of inspections and appeals,
1 25 department of education, Iowa department of public
1 26 health, state fire marshal, and community-based
1 27 providers of services to children in establishing
1 28 certification or licensing standards for children's
1 29 centers.
1 30 3. In establishing the initial and subsequent
1 31 standards, the department of human services shall
1 32 review other certification and licensing standards
1 33 applicable to the centers. The standards established
1 34 by the department shall be broad facility standards
1 35 for the protection of children's safety. The
1 36 department of human services shall not establish
1 37 program standards or other requirements under this
1 38 section involving program development or oversight of
1 39 the programs provided to the children served by
1 40 children's centers."
