1 4 REQUIRING THE DEPARTMENT OF HUMAN SERVICES TO ESTABLISH CERTI-
1 5 FICATION OR LICENSING STANDARDS FOR CHILDREN'S CENTERS.

1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 9 Section 1. NEW SECTION. 237C.1 CHILDREN'S CENTERS.
1 10 1. For the purposes of this section, unless the context
1 11 requires otherwise, "children's center" means a privately
1 12 funded facility designed to serve seven or more children at
1 13 any one time who are not under the custody or authority of the
1 14 department of human services, juvenile court, or another
1 15 governmental agency, and that offers one or more of the
1 16 following services:
1 17 a. Child day care.
1 18 b. Child day care for children with a chronic illness.
1 19 c. Respite care.
1 20 d. Family support services.
1 21 e. Medical equipment.
1 22 f. Therapeutic day programming.
1 23 g. Educational enrichment.
1 24 h. Housing.
1 25 2. The department of human services shall consult with the
1 26 department of inspections and appeals, department of
1 27 education, Iowa department of public health, state fire
1 28 marshal, and community-based providers of services to children
1 29 in establishing certification or licensing standards for
1 30 children's centers.
1 31 3. In establishing the initial and subsequent standards,
1 32 the department of human services shall review other
1 33 certification and licensing standards applicable to the
1 34 centers. The standards established by the department shall be
1 35 broad facility standards for the protection of children's
2 1 safety. The department of human services shall not establish
2 2 program standards or other requirements under this section
2 3 involving program development or oversight of the programs
2 4 provided to the children served by children's centers.
