  1  1    Amend Senate File 339 as follows:
  1  2    #1.  Page 1, by inserting before line 1, the
  1  3 following:
  1  4    "Section 1.  NEW SECTION.  306C.13A  LOCAL CONTROL
  1  5 IN HISTORIC CITIES.
  1  6    1.  A city in which a majority of the buildings in
  1  7 the city are listed on the national register of
  1  8 historic buildings is exempt from the provisions of
  1  9 this division of this chapter or of another chapter
  1 10 which relate to the adoption of an ordinance
  1 11 containing a city plan for the erection and
  1 12 maintenance of advertising devices.  The city may
  1 13 adopt its own plan and shall consult with the
  1 14 department during the development of such plan.  The
  1 15 plan must comply with the requirements of the federal
  1 16 Highway Beautification Act, 23 U.S.C. ch. 131.
  1 17    2.  The state is not liable for damages resulting
  1 18 from the placement of advertising devices pursuant to
  1 19 this section which are not in compliance with other
  1 20 provisions of this chapter.  A city which adopts its
  1 21 own plan pursuant to this section shall assume the
  1 22 liability for any damages caused by signs which do not
  1 23 comply with the manual on uniform traffic-control
  1 24 devices adopted under section 321.252."
  1 25    #2.  Title page, line 1, by inserting after the
  1 26 words "An Act" the following:  "relating to road signs
  1 27 by".
  1 28    #3.  Title page, line 2, by inserting after the
  1 29 word "places" the following:  "and regulating
  1 30 advertising devices in certain cities".
