1 1 Section 1. TEACHER COMPENSATION AND PERFORMANCE TASK
1 2 FORCE.
1 3 1. A teacher compensation and performance task force is
1 4 established within the department of education. The task
1 5 force shall be composed of twenty-nine voting and six ex
1 6 officio, nonvoting members appointed as follows:
1 7 a. The governor shall appoint one citizen member.
1 8 b. The administrator of area education agency XI shall
1 9 appoint three citizen members.
1 10 c. The administrators of area education agencies IX and X
1 11 shall each appoint two citizen members.
1 12 d. The administrators of area education agencies I through
1 13 VII and XII through XVI shall each appoint one citizen member.
1 14 e. The Iowa association of school boards shall appoint two
1 15 citizen members.
1 16 f. The Iowa state education association shall appoint two
1 17 teachers.
1 18 g. The school administrators of Iowa shall appoint one
1 19 citizen member.
1 20 h. The Iowa association of independent colleges and
1 21 universities shall appoint one student and one faculty member
1 22 from accredited private practitioner preparation programs.
1 23 i. The state board of regents shall appoint one student
1 24 and one faculty member from practitioner preparation programs
1 25 at institutions under its control.
1 26 j. The president of the senate, after consultation with
1 27 the majority leader of the senate, shall appoint two ex
1 28 officio, nonvoting legislative members.
1 29 k. The minority leader of the senate shall appoint one ex
1 30 officio, nonvoting legislative member.
1 31 l. The speaker of the house shall appoint two ex officio,
1 32 nonvoting legislative members.
1 33 m. The minority leader of the house of representatives
1 34 shall appoint one ex officio, nonvoting legislative member.
1 35 2. The governor, the president of the senate, and the
2 1 speaker of the house, in consultation with the director of the
2 2 department of education, shall jointly appoint a voting member
2 3 as the chairperson of the task force.
2 4 3. Meetings may be called by the chairperson or a majority
2 5 of the members.
2 6 4. Members of the task force shall serve without
2 7 compensation, but shall receive actual and necessary expenses,
2 8 including travel at the state rate. Payment shall be made
2 9 from funds available pursuant to section 2.12; however,
2 10 members appointed by the governor shall be paid from funds
2 11 appropriated to the office of the governor. A legislative
2 12 member is eligible for per diem and expenses as provided in
2 13 section 2.10.
2 14 5. Appointments to the task force are subject to the
2 15 requirements of sections 69.16 and 69.16A.
2 16 6. The purpose of the task force is to study options and
2 17 methods for the improvement of teacher compensation and
2 18 teacher performance, and the correlation between those
2 19 concerns, and to make recommendations based upon its findings
2 20 in a report to the senate and house standing committees on
2 21 education and the joint appropriations subcommittee on
2 22 education by December 1, 2000.
2 23 EXPLANATION
2 24 This bill establishes within the department of education a
2 25 teacher compensation and performance task force. The bill
2 26 provides for the composition of the 35-member task force.
2 27 The purpose of the task force is to study options and
2 28 methods for the improvement of teacher compensation and
2 29 teacher performance, and the correlation between those
2 30 concerns, and to make recommendations based upon its findings
2 31 in a report to the senate and house standing committees on
2 32 education and the joint appropriations subcommittee on
2 33 education by December 1, 2000.
2 34 Under the bill, the governor, the president of the senate,
2 35 and the speaker of the house, in consultation with the
3 1 director of the department of education, appoint a voting
3 2 member as the chairperson of the task force. Members of the
3 3 task force serve without compensation, but will receive actual
3 4 and necessary expenses, including travel at the state rate. A
3 5 legislative member is eligible for per diem and expenses as
3 6 provided in Code section 2.10. Membership on the task for
3 7 must be gender-balanced and bipartisan.
