  1  9 amended by adding the following new definition:
  1 10    NEW DEFINITION.  As used in this chapter, unless the
  1 11 context otherwise requires, "list", "book", "record", or
  1 12 "schedule" kept by a county auditor, assessor, treasurer,
  1 13 recorder, sheriff, or other county officer means the county
  1 14 system as defined in section 445.1.
  1 15    2.  The Code editor is directed to add the definition
  1 16 prescribed in subsection 1 to the definition sections of each
  1 17 chapter listed or, if a definition section does not exist, to
  1 18 create a definition section including the definition
  1 19 prescribed in subsection 1 for the chapter in the Code of
  1 20 Iowa, 2001.
  1 21    Sec. 2.  Section 618.11, Code 1999, is amended to read as
  1 22 follows:
  1 23    618.11  FEES FOR PUBLICATION.
  1 24    The compensation, when not otherwise fixed, for the
  1 25 publication in a newspaper of any notice, order, citation, or
  1 26 other publication required or allowed by law, shall be as
  1 27 established by rule by the state printing administrator,
  1 28 pursuant to chapter 17A, who shall annually review, and adjust
  1 29 when necessary, compensation rates to reflect changes in
  1 30 economic conditions within the newspaper industry,
  1 31 efficiencies in electronic word processing and in electronic
  1 32 transfer of publication materials to electronic typesetting
  1 33 programs, and the general economy of the state.  Prior to
  1 34 establishing or adjusting any rate the state printing
  1 35 administrator shall consult with representatives of the daily
  2  1 and weekly newspaper industry and with representatives of
  2  2 affected units of local government.  
  2  3                           EXPLANATION
  2  4    This bill amends 72 chapters of the Code of Iowa to add a
  2  5 subsection or section, as applicable, to define "book",
  2  6 "list", "record", or "schedule" kept by a county officer as a
  2  7 part of the "county system".  "County system" was added to
  2  8 chapters 445, 446, 447, 448, and sections 331.553 and 427.8,
  2  9 in 1991 to mean a method of data storage and retrieval as
  2 10 approved by the auditor of state for tax lists, books,
  2 11 records, indexes, registers, and schedules.  This bill will
  2 12 extend the use of the same data storage and retrieval system
  2 13 to other chapters of the Code of Iowa in which county officers
  2 14 have responsibility to keep lists, books, records, indexes,
  2 15 registers, and schedules.
  2 16    The bill also includes efficiencies created by electronic
  2 17 word processing and electronic transfer of publication
  2 18 materials to publisher's electronic typesetting programs among
  2 19 the elements to be considered by the state printing
  2 20 administrator when compensation rates for the newspaper
  2 21 publications are determined.  Under current law, the state
  2 22 printing administrator is to consider economic conditions
  2 23 within the newspaper industry and the general economy of the
  2 24 state when publication rates are adjusted.
