Section 321.52A, subsection 2, Code 1999, is 1 2 amended to read as follows: 1 3 2.For the fiscal year beginning July 1, 1996, the1 4treasurer of state shall deposit one million five hundred1 5thousand dollars of moneys received under subsection 1 in the1 6waste tire management fund created in section 455D.11C, and1 7deposit the remainder in the general fund of the state. For1 8the fiscal year beginning July 1, 1997, the treasurer of state1 9shall deposit two million five hundred thousand dollars of1 10moneys received under subsection 1 in the waste tire1 11management fund, and deposit the remainder in the general fund1 12of the state. For the fiscal year beginning July 1, 1998, and1 13the fiscal year beginning July 1, 1999, the treasurer of state1 14shall deposit three million five hundred thousand dollars of1 15moneys received under subsection 1 in the waste tire1 16management fund, and deposit the remainder in the general fund1 17of the state.For the fiscal year beginning July 1, 2000, the 1 18 treasurer of state shall deposittwothree million five 1 19 hundred thousand dollars of the moneys received under 1 20 subsection 1 in the waste tire management fund, and one 1 21 million dollars in theroad use tax fundgeneral fund of the 1 22 state, with the remainder deposited in thegeneral fund of the1 23stateroad use tax fund. For the fiscal year beginning July 1 24 1, 2001, the treasurer of state shall depositonetwo million 1 25 five hundred thousand dollars of moneys received under 1 26 subsection 1 in the waste tire management fund, andthreetwo 1 27 million dollars in theroad use tax fundgeneral fund of the 1 28 state, with the remainder deposited in thegeneral fund of the1 29stateroad use tax fund. For the fiscal year beginning July 1 30 1, 2002, and each subsequent fiscal year, the treasurer of 1 31 state shall deposit the entire amount of moneys received under 1 32 subsection 1 in the road use tax fund. 1 33 Sec. 2. Section 455D.11C, subsection 2, paragraph a, Code 1 34 1999, is amended to read as follows: 1 35 a.FiftyOne hundred seventy-five thousand dollars shall 2 1 be allocated each fiscal year to the department to administer 2 2 the waste tire management fund by providing monitoring of 2 3 waste tire storage and processing sites. This amount shall be 2 4 allocated to the department each fiscal year before other 2 5 moneys from the waste tire management fund are awarded 2 6 pursuant to this subsection. 2 7 Sec. 3. Section 455E.11, subsection 2, paragraph a, 2 8 subparagraph (2), subparagraph subdivision (f), Code 1999, is 2 9 amended to read as follows: 2 10 (f) Eight and one-half percent to the department to 2 11 provide additional toxic cleanup days or other efforts of the 2 12 department to support permanent household hazardous material 2 13 collection systems and special events for household hazardous 2 14 material collection, and for the natural resource geographic 2 15 information system required under section 455E.8, subsection 2 16 6. Departmental rules adopted for implementation of toxic 2 17 cleanup days shall provide sufficient flexibility to respond 2 18 to the household hazardous material collection needs of both 2 19 small and large communities. 2 20 EXPLANATION 2 21 This bill amends Code section 321.52A to increase, by $1 2 22 million for the fiscal years beginning July 1, 2000, and July 2 23 1, 2001, the amount of moneys deposited in the waste tire 2 24 management fund. The bill amends Code section 321.52A to 2 25 reverse the order of deposits into the road use tax fund and 2 26 the general fund of the state, respectively, for the fiscal 2 27 years beginning July 1, 2000, and July 1, 2001, and, for the 2 28 fiscal year beginning July 1, 2001, sets the amount deposited 2 29 in the general fund of the state at $2 million. 2 30 The bill amends Code section 455D.11C to increase the 2 31 allocation in the waste tire management fund from $50,000 to 2 32 $175,000 for purposes of administering the waste tire 2 33 management fund. 2 34 The bill amends Code section 455E.11 to allow for funding 2 35 of efforts to support permanent household hazardous material 3 1 collection systems. 3 2 LSB 5959DP 78 3 3 tm/as/5
