  1  1    Section 1.  Section 257.6, subsection 4, Code 1999, is
  1  2 amended to read as follows:
  1  3    4.  BUDGET ENROLLMENT.
  1  4    a.  Budget enrollment for the budget year is the basic
  1  5 enrollment for the budget year.
  1  6    b.  For the budget year commencing July 1, 2000, and
  1  7 succeeding budget years, the budget enrollment for the budget
  1  8 year shall be the greater of either the basic enrollment for
  1  9 the budget year or the average of the basic enrollment for the
  1 10 budget year and the basic enrollment for the base year.
  1 11    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 12 immediate importance, takes effect upon enactment.  
  1 13                           EXPLANATION
  1 14    This bill provides that for the budget year commencing July
  1 15 1, 2000, and succeeding budget years, a school district's
  1 16 budget enrollment for the budget year is the greater of either
  1 17 the basic enrollment for the budget year (actual enrollment
  1 18 for the base year) or the average of the basic enrollment for
  1 19 the budget year (actual enrollment for the base year) and the
  1 20 basic enrollment for the base year (actual enrollment for the
  1 21 year preceding the base year).  This means that budget
  1 22 enrollment is either the preceding year's actual enrollment,
  1 23 or the average of the actual enrollments for the two preceding
  1 24 years, whichever is greater.
  1 25    The bill takes effect upon enactment.
