1 1 Section 1. MANURE APPLICATORS CERTIFICATION – EXTENSION.
1 2 1. Notwithstanding 1998 Iowa Acts, chapter 1209, section
1 3 53, subsection 2, all of the following shall apply:
1 4 a. A person required to be certified as a commercial
1 5 manure applicator pursuant to section 455B.203A shall be
1 6 certified by July 1, 1999.
1 7 b. A person required to be certified as a confinement site
1 8 manure applicator pursuant to section 455B.203A shall be
1 9 certified by October 1, 1999.
1 10 2. The department of natural resources shall adopt all
1 11 rules required to provide for certification under section
1 12 455B.203A with all possible speed.
1 13 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 14 immediate importance, takes effect upon enactment.
1 15 EXPLANATION
1 16 In 1998, the general assembly enacted House File 2494 (1998
1 17 Iowa Acts, chapter 1209), which in part requires that persons
1 18 applying manure must be certified by the department of natural
1 19 resources. The provision became effective on January 1, 1999.
1 20 The department of natural resources has not adopted rules
1 21 required to provide for certification. This bill delays the
1 22 date on which manure applicators must become certified and
1 23 directs the department to adopt rules required to administer
1 24 certification with all possible speed.
