PAG LIN 1 1 Section 1. Section 256.16, Code 1999, is amended to read 1 2 as follows: 1 3 256.16 SPECIFIC CRITERIA FOR TEACHER PREPARATION AND 1 4 CERTAIN EDUCATORS. 1 5 1. Pursuant to section 256.7, subsection 5, the state 1 6 board shall adopt rules requiring all higher education 1 7 institutions providing practitioner preparation toincludedo 1 8 the following: 1 9 a. Administer a basic skills test to practitioner 1 10 preparation program admission candidates. Rules adopted shall 1 11 require institutions to deny admission to the program to any 1 12 candidate who does not successfully pass the test. 1 13 b. Include in the professional education program, 1 14 preparation that contributes to education of students with 1 15 disabilities and students who are gifted and talented, which 1 16 must be successfully completed before graduation from the 1 17 practitioner preparation program. 1 18 2. A person initially applying for a license shall 1 19 successfully complete a professional education program 1 20 containing the subject matter specified in this section, 1 21 before the initial action by the board of educational 1 22 examiners takes place. 1 23 Sec. 2. Section 272.2, Code 1999, is amended by adding the 1 24 following new subsection: 1 25 NEW SUBSECTION. 16. Develop or identify assessments 1 26 appropriate to content areas of specialization, which the 1 27 board shall administer to candidates prior to initial Iowa 1 28 licensure. The board shall issue a license only to a 1 29 candidate who successfully passes an assessment appropriate to 1 30 the candidate's content area of specialization. 1 31 Sec. 3. BOARD OF EDUCATIONAL EXAMINERS REPORT. The board 1 32 of educational examiners shall analyze the content area of 1 33 specialization assessment results administered prior to 1 34 initial Iowa licensure and shall develop and recommend 1 35 policies relating to initial Iowa licensure candidates who do 2 1 not successfully pass the assessment. The board shall submit 2 2 its analysis and recommendations in a report to the senate and 2 3 house standing committees on education by January 15, 2001. 2 4 EXPLANATION 2 5 This bill adds to the responsibilities of the state board 2 6 of education and the board of educational examiners relating 2 7 to practitioner preparation programs and teacher licensure. 2 8 The bill requires the state board of education to adopt 2 9 rules requiring all higher education institutions providing 2 10 practitioner preparation to administer a basic skills test to 2 11 practitioner preparation program admission candidates. The 2 12 bill also requires that institutions deny admission to the 2 13 program to any candidate who does not successfully pass the 2 14 test. 2 15 The bill directs the board of educational examiners to 2 16 develop or identify assessments appropriate to content areas 2 17 of specialization, which the board shall administer to 2 18 candidates prior to initial Iowa licensure. Under the bill, 2 19 the board can issue a license only to candidates who 2 20 successfully pass an assessment appropriate to their content 2 21 area of specialization. 2 22 In addition, the bill requires the board of educational 2 23 examiners to analyze the content area of specialization 2 24 assessment results administered prior to initial Iowa 2 25 licensure and to develop and recommend policies relating to 2 26 initial Iowa licensure candidates who do not successfully pass 2 27 the assessment.
