  1  1    Section 1.  Section 455D.9A, Code 1999, is amended to read
  1  2 as follows:
  1  3    455D.9A  DISPOSAL OF BALED SOLID WASTE AT A SANITARY
  1  4 LANDFILL – PROHIBITED.
  1  5    Beginning January 1, 1992, a person shall not dispose of
  1  6 baled solid waste at a sanitary landfill and a sanitary
  1  7 landfill shall not accept baled solid waste for final
  1  8 disposal.  Solid waste which is baled on-site may be disposed
  1  9 of at the sanitary landfill.  The department shall develop
  1 10 rules which define baled solid waste and provide for the safe
  1 11 and proper method of disposal of such waste.  
  1 12                           EXPLANATION
  1 13    This bill eliminates the duty of the department of natural
  1 14 resources to develop rules defining baled solid waste and
  1 15 providing for the safe and proper method of disposing of such
  1 16 waste.
