  1  1    Section 1.  Section 462A.78, subsection 5, Code 1999, is
  1  2 amended to read as follows:
  1  3    5.  The funds collected under subsection 1, paragraph "a",
  1  4 shall be placed in the general fund of the county and used for
  1  5 the expenses of the county conservation board if one exists in
  1  6 that county.  Of each surcharge collected as required under
  1  7 subsection 1, paragraph "b", the county recorder shall remit
  1  8 five dollars to the department of revenue and finance for
  1  9 deposit in the general fund of the state.  
  1 10                           EXPLANATION
  1 11    This bill amends Code section 462A.78 to provide that the
  1 12 surcharge collected from owners of watercraft by county
  1 13 recorders when issuing a certificate of title, a transfer of
  1 14 title, a duplicate, or a corrected certificate of title for
  1 15 the watercraft shall be placed in the general fund of the
  1 16 county and used for the expenses of the county conservation
  1 17 board.  Currently, the surcharge is remitted to the department
  1 18 of revenue and finance for deposit in the general fund of the
  1 19 state.
