PAG LIN 1 1 That the United States Department of Defense and the United 1 2 States Army are urged to place additional production work at 1 3 the Rock Island Arsenal to maintain the current employment 1 4 level, increase production work, and lower overall production 1 5 costs at the Arsenal; and 1 6 BE IT FURTHER RESOLVED, That copies of this resolution be 1 7 sent to the President of the United States, the United States 1 8 Secretary of Defense, the Secretary of the Army, the Commander 1 9 of Headquarters of the Army Material Command, the Majority and 1 10 Minority Leaders of the United States Senate, the Speaker, 1 11 Majority Leader, and Minority Leader of the United States 1 12 House of Representatives, and to members of the Illinois and 1 13 Iowa congressional delegations. 1 14 EXPLANATION 1 15 This Joint Resolution requests that the United States 1 16 department of defense and the United States army place 1 17 additional production work at the Rock Island arsenal, in 1 18 light of indications by the army of a possible layoff of 1 19 several hundred skilled production employees at the arsenal 1 20 during the next fiscal year. The resolution provides that the 1 21 placement of additional production work could be facilitated 1 22 through the arsenal act, which allows for noncompetitive work 1 23 loading of the arsenal, and the competition in contracting 1 24 act, which would designate the arsenal an industrial 1 25 preparedness facility. 1 26 Factors supporting the placement of additional work at the 1 27 arsenal identified in the resolution include indications of 1 28 recent increased tension in the Middle East region and in 1 29 North Korea, potentially requiring an increased level of 1 30 production for needed war fighting equipment and material; the 1 31 achievement of an increased level of production being more 1 32 readily accomplished by a facility which is maintained in a 1 33 mobilized status with experienced employees; the capability of 1 34 production at the arsenal of many weapons systems at a lower 1 35 cost than production of such systems in the private sector; 2 1 and the immediate response capabilities of the arsenal to 2 2 conflicts or emergencies in contrast to potential private 2 3 sector delays caused by contract negotiations or labor- 2 4 management disputes. 2 5 The resolution provides for the furnishing of resolution 2 6 copies to the President of the United States, the United 2 7 States Secretary of Defense, the Secretary of the Army, the 2 8 Commander of Headquarters of the Army Material Command, the 2 9 Majority and Minority Leaders of the United States Senate, the 2 10 Speaker, Majority Leader, and Minority Leader of the United 2 11 States House of Representatives, and to members of the 2 12 Illinois and Iowa congressional delegations. 2 13 LSB 1949HH 78 2 14 rn/gg/8.1
