PAG LIN 1 1 Section 1. Section 279.51, subsection 1, unnumbered 1 2 paragraph 1, Code Supplement 1999, is amended to read as 1 3 follows: 1 4 There is appropriated from the general fund of the state to 1 5 the department of education for the fiscal year beginning July 1 6 1,19982000, and each succeeding fiscal year, the sum of 1 7fifteenthirteen millionthreenine hundredsixtythirty 1 8 thousand dollars. 1 9 Sec. 2. Section 279.51, subsection 1, paragraph c, Code 1 10 Supplement 1999, is amended to read as follows: 1 11 c. For each of the fiscal years during the fiscal period 1 12 beginning July 1, 1996, and ending June 30,20002002,twoone 1 13 millioneightthree hundred seventy thousand dollars of the 1 14 funds appropriated shall be allocated for the school-based 1 15 youth services education program established in subsection 3. 1 16 For each of the fiscal years during the fiscal period 1 17 beginning July 1, 1994, and ending June 30,20002002, twenty 1 18 thousand dollars of the funds allocated in this paragraph 1 19 shall be expended for staff development, research, and the 1 20 development of strategies for coordination with community- 1 21 based youth organizations and agencies. A school that 1 22 received a grant during the fiscal year beginning July 1, 1 23 1993, or July 1, 1997, is ineligible to receive a grant under 1 24 this paragraph.Subject to the approval of the state board of1 25education, the allocation made in this paragraph may be1 26renewed for additional four-year periods of time.1 27 Sec. 3. Section 279.51, subsection 1, paragraph e, Code 1 28 Supplement 1999, is amended to read as follows: 1 29 e. Notwithstanding paragraph "c", for each of the fiscal 1 30 years during the fiscal period beginning July 1, 1998, and 1 31 ending June 30,20002002, fifty thousand dollars of the funds 1 32 allocated in paragraph "c" shall be granted to each of the 1 33 schools that have received grants under subsection 3during1 34the fiscal year beginning July 1, 1993, or July 1, 1997,to 1 35 allow for expansion and to include identified minimum services 2 1 if the school submits a program plan pursuant to subsection 3. 2 2 EXPLANATION 2 3 This bill decreases the standing, limited appropriation 2 4 from the general fund of the state to the department of 2 5 education for purposes of programs for at-risk children. The 2 6 decrease is reflected in the allocation for the school-based 2 7 youth services education program. However, all programs that 2 8 have received grants in the past will each receive $50,000, 2 9 for fiscal years 2000-2001 and 2001-2002, to allow for 2 10 expansion and to include identified minimum services if the 2 11 school submits a program plan. 2 12 LSB 5437HV 78 2 13 kh/cf/24
